Due to increased opportunities and demand in the Energy & Natural Resources division, the team is recruiting senior Cost Engineers to join a diverse and supportive team during a period of significant growth. The Transmission and Distribution client is at the forefront of industry‑leading change, and we are keen to speak to like‑minded individuals with senior cost engineering experience to explore what Turner & Townsend can offer.

Purpose of Role

A Cost Engineer will be responsible for cost control of work packages and projects of varying size and complexity within the Transmission and Distribution division.

Key Accountabilities
  • Tailor cost control approaches to meet client needs and align with best practice.
  • Implement and maintain cost control systems and procedures to track budgets, commitments, expenditures, and forecasts.
  • Work with the Integrated Project Team to establish a robust performance measurement baseline and support the change control process.
  • Develop Cost Breakdown Structures (CBS), align budgets with Work Breakdown Structures (WBS), and track actual costs.
  • Map and integrate cost estimates to the WBS, setting budgets against correct Work Packages, Planning Packages and Control Accounts.
  • Adhere to NEC or FIDIC contract processes for management, control and reporting of cost data.
  • Lead the production of accruals ensuring Actual Cost of Work Performed (ACWP) is accurately reflected.
  • Support the change process by providing cost information for change notes and underpin forecasts.
  • Update project forecasts with accurate Estimate To Complete (ETC).
  • Set out and implement cost capture requirements, ensuring appropriate work orders, requisitions, and purchase‑order structures align with WO’s.
  • Align Purchase Orders with CBS to provide cost performance indices at an appropriate level within the project.
  • Validate and interrogate supply‑chain data to assist in accurate cost forecasting and trending; work with supply‑chain to understand variances.
  • Interact with Management/Leadership to deliver cost control updates within a complex project/programme environment.
  • Guide and influence cost control processes on complex projects/programmes and deliver associated reports.
  • Demonstrate leadership while developing the technical ability of the delivery and cost control team.
  • Adopt and apply SOX control responsibilities where applicable.
Qualifications
  • Senior Project Controls experience specialising in Cost Engineering/Control across the project lifecycle.
  • Strong understanding of Earned Value Management (EVM), progress reporting, forecasting, and performance reporting and analysis.
  • Experience leading Cost Control Assurance activities as part of project performance cadence.
  • Strong verbal and written communication skills.
  • Ability to make risk‑based decisions where parameters are unclear.
  • Strong leadership skills with the ability to mobilise, inspire and lead by example.
  • Strong stakeholder management experience.
  • Experience navigating conflict situations and defusing tension.
  • Familiarity with cost performance reporting and cost forecasting techniques.
  • Experience in understanding how scheduling, risk management, reporting, and change control interact with cost control.
  • Professional membership of relevant bodies (e.g., Association for Project Management, Project Management Institute).
  • Will be able to obtain BPSS level security clearance.
  • Desire to work within the nuclear sector (desired but not mandatory).
