Financial Manager
The Fiscal Operations Supervisor oversees and coordinates a wide range of financial and business management activities for the department, including procurement, accounting, budgeting, payroll, deposits, inventory, and vendor payment processing. This position ensures compliance with applicable regulations and accounting standards, supports grant and contract administration, and provides direct supervision and mentorship to assigned staff. The role also serves as a key resource to department leadership and assumes accounting responsibilities in the absence of the Fiscal Manager.
ESSENTIALFUNCTIONS, DUTIES, AND TASKS
- Monitors, manages, and supervises departmental business functions, including procurement, accounting, billing, budgeting, cashiering and deposits, inventory management, vendor payments, general ledger maintenance, and payroll activities.
- Reviews budget operations to ensure appropriate spending authority; recommend supplemental budget requests as needed.
- Assists the Fiscal Manager in preparing annual reports, annual budgets, supplemental budget requests, and year‑end closeout.
- Maintains current knowledge of BARS requirements and ensures departmental compliance with all relevant standards.
- Reviews and recommends journal entries and adjustments; ensures accounts are reconciled and balanced during fiscal year‑end close.
- Provides financial analysis, special reports, and project support at the request of the Fiscal Manager.
- Responds to inquiries by researching and providing information within the scope of authority; refers matters requiring policy interpretation to the Fiscal Manager.
- Assists the Fiscal Manager and Grants & Contracts Program Manager by reviewing grant activity reports for compliance with applicable CFR, RCW, WAC, and contract requirements.
- Coordinates and tracks fiscal audits; provides documentation and explanations to auditors as needed.
- Supports program reviews and financial audits, including reviewing and approving purchase requisitions.
- Supervises the departmental payroll process to ensure accuracy and timely completion.
- Coordinates FMLA/PFML with Human Resources and other leave of absence processes, ensuring continuity of benefits and proper communication of deductions and leave impacts.
- Analyzes and recommends improvements to policies and procedures related to fiscal and business operations.
- Assists staff and department personnel in understanding regulations, financial procedures, and available services.
- Supervises assigned staff, including training, work assignments, performance monitoring, and conflict resolution.
- Conducts regular performance evaluations for assigned employees.
- Provides mentoring, technical assistance, and professional development planning to support staff growth and effectiveness.
- Performs public health emergency response duties consistent with training and assigned responsibilities.
- Carries out other related duties as assigned.
- Assumes accounting functions in the absence of the Fiscal Manager.
- Performs other duties of a similar nature and level as assigned.
Bachelor’s degree in accounting, finance, or a related course of study and five years of progressively responsible accounting experience, including at least two years of supervisory experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.
Government accounting experience preferred.
LICENSE(S) / CERTIFICATIONS- Valid Driver’s License
- Ability to obtain IC 100, 200, 700, 800 within six (6) months
