Job Summary

Performs routine accounting work. Maintains, posts, and balances accounting and financial statements, records, documents, and reports. Works under moderate supervision with limited initiative and independent judgment.

Essential Functions
  • Provides technical assistance to inmate staff in handling accounting, purchasing, and financial transactions; acts as a consultant on accounting matters to administrative, supervisory, and technical staff; assists agency administrators in applying financial data to resolve administrative and operating problems.
  • Prepares and monitors inmates in the preparation of financial reports, cost data, budget items, vouchers, and related paperwork; audits accounting and control records for accuracy and conformance to established standards and procedures, including information submitted by agency factories.
  • Researches reconciliation discrepancies, reports findings, and recommends improvements, adaptations, and revisions to the accounting system and accompanying procedures.
  • Trains and monitors the work of inmates.
  • Performs a variety of marginal duties not listed, as determined and assigned as needed.
Minimum Qualifications Education, Experience, and Training
  • Graduation from an accredited senior high school or equivalent or GED.
  • Thirty semester hours from a college or university accredited by CHEA or the U.S. Department of Education may be substituted for each year of experience on a year-for-year basis with a maximum substitution of two years.
  • Three years full-time, wage-earning accounting, accounting clerical, auditing, bookkeeping, or purchasing experience.
  • Computer operations experience is preferred.
  • Correctional custody or law enforcement experience preferred.
Knowledge and Skills
  • Knowledge of automated financial information systems.
  • Knowledge of generally accepted accounting principles and procedures affecting the maintenance of accounting records and automated accounting systems.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to prepare and maintain complex records and files in an automated system.
  • Skill in the electronic transmission of communications.
  • Skill to analyze, consolidate, and interpret financial data.
  • Skill to research and resolve discrepancies and inquiries.
  • Skill in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Skill to train and monitor inmates.
Additional Requirements
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment (machines, tools, devices) used: computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
