Environmental Health Safety Specialist

POSITION OVERVIEW

We are seeking an experienced HSE Specialist with strong environmental compliance experience to support field operations on a one-year contract in Texas. This is a hands-on, field-based HSE role supporting active construction and/or industrial operations. The specialist will help ensure safe work practices, regulatory compliance, environmental protection, and a strong HSE culture across the project.

Target Background:
Pipeline construction, industrial facilities, compressor stations, refining operations, or heavy

• Provide daily HSE support to field construction and operations teams.
• Conduct site inspections, safety observations, audits, and environmental inspections.
• Ensure compliance with OSHA, EPA, TCEQ, and applicable federal, state, and local regulations.
• Support environmental programs involving waste management, spill prevention, stormwater, erosion control, and
• Conduct and support incident investigations, root-cause analysis, and corrective actions.
• Monitor contractor and subcontractor HSE compliance.
• Lead or support JSA/JHA reviews, toolbox talks, pre-job meetings, and daily safety briefings.
• Identify safety and environmental hazards and work with field leadership to correct them.
• Maintain HSE records, permits, inspection reports, and compliance documentation.
• Support emergency and spill response activities.
• Assist with employee and contractor HSE training and onboarding.
• Track HSE metrics and communicate trends to project leadership.
• Partner with construction, operations, project management, and environmental teams to ensure safe and compliant

• 3+ years of HSE/Safety experience in construction, energy, industrial, or infrastructure environments.
• Strong field-based environmental compliance experience.
• Experience in pipeline construction, industrial facilities, compressor stations, refining, or heavy civil/structural steel construction.
• Working knowledge of OSHA and environmental regulations.
• Experience with inspections, audits, incident investigations, safety meetings, and hazard identification.
• Ability to work independently in an active field environment.
• Strong communication skills with craft employees, supervisors, contractors, and project leadership.
• Proficiency with Microsoft Office and HSE documentation/reporting systems.

• TCEQ or Texas environmental compliance experience.
• Experience with SWPPP, SPCC, stormwater, waste management, or spill response.
• Environmental compliance certifications or formal training.
• Pipeline or midstream construction experience.
• Incident investigation and root-cause analysis experience.

Field-based position in Texas supporting active construction and industrial operations. Candidates should be comfortable working outdoors, walking active jobsites, climbing stairs/ladders when required, and wearing required PPE.
