General Description
Under general supervision of the Division Manager – Code Compliance Manager, the property maintenance inspector will inspect residential and commercial structures to ensure compliance with the property maintenance code and other city of Abilene adopted codes and ordinances. The inspector will also perform a variety of clerical and administrative duties in support of the property maintenance and condemnation program.
Supervision ExercisedThis position exercises no supervisory duties.
Important and Essential Duties Property Maintenance Inspector I- Performs property maintenance inspections of single- and multi-family and commercial structures as assigned.
- Issues notices of violations and citations; prepares documentation and evidence for adjudication and court hearings.
- Safely operates a city vehicle daily to perform inspection duties.
- Ensures compliance with all city policies, procedures, codes, ordinances, and regulations.
- Researches property ownership, land characteristics, and occupancy status using internal and external data systems, internet resources, and county records as needed.
- Responds to public inquiries and complaints courteously, investigating and resolving them efficiently.
- Assists in organizing and publishing packets for the Boards of Building Standards and other meetings.
- Coordinates property maintenance efforts with other Abilene divisions, providing accurate assistance programs.
- Prepares public hearing notices for newspaper publication.
- Participates and assists in adjudication and court hearings; inspects property and building conditions.
- Provides recommendations to the Board of Building Standards.
- Manages caseloads by maintaining electronic database files and creating reports on inspection activities and findings.
Performs other related duties as assigned.
Knowledge, Skills, and Abilities- Property maintenance related codes and ordinances enforced by the City of Abilene.
- Basic principles and techniques of building inspections.
- Basic principles of structural design and engineering construction practices.
- Pertinent federal, state, and local laws, codes, and regulations.
- Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
- Effectively communicate both orally and in writing.
- Follow and implement departmental procedures and objectives.
- Organize and manage multiple tasks simultaneously.
- Perform property and building inspections, enforcing the City of Abilene’s adopted codes and ordinances as well as health, safety, welfare, property maintenance, and residential codes.
- Read, interpret, and understand building and property maintenance codes.
- Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, detecting deviations from plans, regulations, and standard construction practices.
- Gather relevant information to assist with developing creative solutions for vaguely defined practical problems.
- Provide advice to citizens on property maintenance issues and building requirements.
- Operate a variety of office equipment, including a computer, safely and effectively.
- Understand and follow oral and written instructions.
- Identify types of building construction, materials, and methods.
- Use basic hand tools.
- Work independently and in a team environment.
- Establish and maintain cooperative working relationships with those contacted in the course of work, internally and externally.
