About

the Role

Under the supervision of the Regional Director/Assistant Regional Director (RD/ARD), the Life Safety Code (LSC) Manager supervises regional team members and coordinators (Architects, Engineers, Inspectors, Safety Officer II) in conducting certification surveys, licensure inspections, and investigations in long‑term care facilities to determine compliance with state and federal laws, regulations, and rules. The LSC Manager serves as Fire Authority Official for the region and participates as an active member of the regional management team.

Responsibilities include ensuring time frames and data entry deadlines are met for all visits, assisting RD/ARD in performing administrative tasks, coordinating activities and resources for the regional LSC unit, scheduling surveys, certifications, complaints, licensure inspections and follow‑up visits to meet federal and state guidelines, leading and supervising unit staff, tracking and coordinating complex activities, evaluating program effectiveness, serving as liaison on complex issues, planning staff training, and managing staff development.

The manager may also need to testify at hearings or in court proceedings, respond to emergency licensure actions, and be available for on‑call duties during emergencies such as weather events or high‑priority situations.

Key Responsibilities

  • Provide administrative support to RD/ARD and manage unit resources.
  • Evaluate program effectiveness and recommend improvements.
  • Act as liaison with agency staff and outside entities on complex issues.
  • Plan and monitor staff training and professional development.
  • Be available for emergency duties and on‑call responsibilities.
  • Testify at hearings or court proceedings regarding policy and findings.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of specialized program area in Long Term Care Regulatory.
  • Experience performing supervisory, managerial, or professional work.
  • Experience developing guidelines, procedures, rules, and regulations.
  • Ability to work as a member of a management team.

  • Ability to plan and direct program activities to support agency goals.

Qualifications
  • Preferred CMS qualified LSC Surveyor; must obtain within twelve months if not already qualified.
  • Experience in a Long‑Term Care Regulatory program.
  • Experience planning, coordinating, and conducting fire safety and construction inspections of long‑term care facilities.
  • Professional experience applying local, state, or federal laws relating to Life Safety code, fire safety, or other building codes.
  • Experience evaluating buildings and structures against federal, state, or local codes.
  • Experience developing and implementing policies, procedures, rules, and regulations.
