The Virginia Department of Housing and Community Development is seeking a Program Administration Specialist to support the effective implementation of the agency’s resiliency initiatives. This position plays an essential role in assisting with the administration of the Community Development Block Grant Disaster Recovery (CDBG DR), National Disaster Resilience (NDR), and state disaster recovery programs.

These programs are funded through the U.S. Department of Housing and Urban Development (HUD) to help communities recover from major natural disasters and strengthen long term safety. The Program Administration Specialist provides foundational support to ensure these resources is delivered accurately, responsibly, and in alignment with established procedures.

In this role, you will provide foundational program support by conducting initial reviews of reports and documentation, performing routine administrative and programmatic tasks, and ensuring adherence to established procedures. Through diligent documentation management, accurate data entry, and consistent support for compliance and reporting activities, you will help maintain clear and compliant program delivery.

You will also serve as an accessible resource for grantees and partners, offering routine guidance to promote timely, accurate, and compliant participation in disaster recovery programs. Your work will directly support the coordination and integrity of major resiliency efforts across the Commonwealth.

Working under the direction of senior staff and the Program Manager, you will contribute to a collaborative, efficient, and compliant work environment. You will support administrative and policy related activities that strengthen overall program operations, maintain high quality program files, assist with financial processing, and help uphold the integrity of DHCD’s disaster recovery and resiliency programs.

The appointment is to a restricted position, funded in part by non-general funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grants and non-general funds.

This position is telework-eligible and adheres to the Commonwealth of Virginia’s telework policy 1.61.

Minimum Qualifications
  • Skilled in collecting, organizing, researching, and maintaining data and documentation.
  • Skilled in reviewing applications, invoices, and or reports for completeness and accuracy.
  • Demonstrated ability to interpret and apply established guidelines and procedures for compliance.
  • Demonstrated ability to manage multiple tasks to meet deadlines with professionalism and efficiency.
  • Proficient in Excel, Word, and PowerPoint presentations for conveying program policies and procedures.
  • Demonstrated ability to provide technical assistance, engaging training, or one on one support to strengthen partner capacity or program performance.
  • Experience in administrative support, program coordination, grants assistance, or related work.
  • Exceptional customer service experience, complemented by strong communication skills, customer service skills, problem-solving, and coordinating resources.
Additional Considerations

Experience with state or federal grant programs.
