JOB DESCRIPTION

The purpose of this position is to protect and enhance water quality by providing flexible funding solutions and assistance to localities, organizations, and citizens of the Commonwealth. The Western Region Project Supervisor will supervise the Project Officers and Project Managers under the CWFAP program in the Western region of the Commonwealth. This includes SWRO, BRRO, and VRO offices. This would include the management of all funds to include RLF, ARPA, SLAF, Ag BMP, and WQIF, as well as other emergency and non-emergency funds run through these existing programs or otherwise.

It may include management of appropriated fund projects not designed to a program. Additionally, this position provides technical and administrative guidance to the CWFAP Western Regional Team, ensuring consistent direction, oversight, and support for Regional Project Managers/Officers. This position will be located in one of the offices in the western region of the state. This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds.

Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

RESPONSIBILITIES

This position supervises Clean Water Finance and Assistance Program (CWFAP) Team, which provides assistance with program management of funding programs within the CWFAP, including the Virginia Clean Water Revolving Loan Fund (VCWRLF), Stormwater Local Assistance Fund (SLAF), Water Quality Improvement Fund (WQIF), American Rescue Plan Act (ARPA) Fund, Overflow and Stormwater Grants (OSG) Program, and state Combined Sewer Overflow (CSO) grants.

This position serves as the Lead for the Regional Team, the Point Source Team, or the Non-Point Source Team. This includes providing personnel supervision, program evaluation, and technical support. Provides assistance with resolving problems as needed by working with applicants to resolve issues efficiently, fairly, and consistently.

Position reviews and ranks project applications to develop recommendations for project funding. Responsible for developing the Annual Report as assigned by the Deputy Director of Clean Water Financing and Assistance. Oversee and reviews disbursement requests, project status/tracking reports, and works with others on the CWFAP website. This position is part of a highly functioning team that implements program strategic initiatives working toward the CWFAP vision of understanding that Virginia’s water quality needs are as diverse as its communities and being committed to cultivating partnerships and creating effective solutions that provide all communities with the funding and assistance they need, so that every Virginian has access to clean water.

QUALIFICATIONS
  • A combination of work experience, education or training with major course work in accounting, environmental or civil engineering and/or natural science.
  • Experience with personnel management and supervision.
  • Knowledge of agricultural conservation practices, wastewater and stormwater treatment technologies, environmental engineering principles and practices, plus the principles of construction management.
  • Knowledge of environmental laws, regulations, and environmental programs, especially related to water quality.
  • Demonstrated ability to plan, schedule, and manage program area functions.
  • Demonstrated ability to read and evaluate applications, engineering analyses, permits and related correspondence.
  • Demonstrated experience in project and budget management/administration, and teamwork principles.
  • Excellent verbal and written communication skills in a complex and technical environment.
  • Experience with personal computers, automated databases, and Microsoft Office Suite software.
  • Must be sensitive to public concerns while effectively carrying out the Agency mission.
  • Must complete an annual Statement of Economic Interest and Virginia State and Local Conflict of Interest Act Training (bi-annually).
