Purchasing is an important factor in the day to day operations of the affiliate. Lack or untimely delivery of materials or services whatever its value may have important production and financial consequences. A good understanding of the local industrial background enables judicious choices for foreign or local purchasing.

Purchasing:
  • Organize, manage & control the purchasing function on a daily basis
  • Promote the purchasing function as a managed process
  • Lead the drive on cost optimization and reduction through usage of Market intelligence information, suppliers qualifications & evaluations, Cost Models, target prices, etc…
  • Lead Duet/Triplet demarche with metier partners and technical managers
  • Propose improvements in affiliate and Métier OPS/CA practices and referential
  • Establish and promote continuous improvement of purchasing practices, procedures & reference documentation
  • Ensure sufficient competent and trained resources to satisfactorily ensure the purchasing responsibilities
  • Participate in the job specification, competence assessment & recruitment processes for personnel
  • Ensure the communication of good practices and lessons learned to OPS/CA (REX)
  • Participate in anticipation of the needs of Métier Partners through the creation of the procurement planning
  • Receive, control and manage proper distribution to purchasing team members of all Purchase Requisition s (PRs) for Materials coming from all other entities of the affiliate
  • Validate (or ensure validation) of all contractual documents and formal letters issues by the purchasing entity
  • Participate in complex & difficult negotiations of contractual and commercial terms of purchases
  • Define, adopt and monitor adapted purchasing strategies (by categories, etc…)
  • Define and monitor local key performance indicators for purchasing team activities to ensure continuous improvement of efficiency
  • Provide advisory function for Purchasing for affiliate’s projects and assist with timely advice
  • Ensure the update of the supplier database
  • Ensure global reporting of purchasing team activity to the C&P management and to OPS/CA Métier
Contracts:
  • Define and implement contractual strategies for projects and affiliates, ensuring compliance with Total Energies’ policies and local regulations.
  • Manage the end-to-end procurement process: call for tenders, scope definition, bid evaluation, negotiation, and contract deployment.
  • Present to the Contract Committee for approvals in compliance with Total Energies’ rules and procedures
  • Ensure supplier qualification and maintain an optimized supplier panel for strategic sourcing.
  • Lead complex negotiations on contractual and commercial terms, balancing cost, quality, and risk.
  • Define and track KPIs for contract execution and procurement efficiency, ensuring continuous improvement.
  • Analyze procurement performance and implement improvement plans.
Compliance:
  • Ensure compliance of thecontracts& purchasing process with all internal company rules (including OPS/CA guide to conduct) and all applicable laws and regulations (JV rules, Country laws..)
  • Ensure the application of Total Energies and/or affiliate General Terms and Conditions forcontracts, purchase of equipments especially as it concerns complex, high value, high risk equipment
  • Ensure the good administration and filing of all contracts & purchasing documents and ensure that all approvals, justifications, circulation forms etc, are filled in line with applicable procedures

Professional experience: 6+ years with exposure on contracts or procurement
