Lead the implementation of strategic procurement plans in alignment with corporate goals and procurement governance frameworks. Manage end-to-end procurement operations ensuring efficiency, transparency and compliance with organizational policies and regulatory requirements.
Oversee strategic sourcing, tendering and contracting processes for goods and services to ensure cost-effectiveness and quality standards.
Drive supplier performance management through KPIs, audits and continuous improvement initiatives.
Collaborate with business units to identify procurement needs, develop specifications and ensure timely delivery aligned with operational priorities.
Negotiate and finalize complex and high-value contracts to secure favorable terms, mitigate risks and optimize value for money.
Monitor market trends and identify opportunities for innovation, sustainability and supplier diversification.
Ensure accurate and timely reporting of procurement activities, budgets and performance indicators to senior management.
Support the Head of Procurement in developing policies, digital procurement initiatives and transformation projects that enhance efficiency and transparency.
Establish and build professional relationships with key suppliers, major equipment manufacturers and vendors.
Manage the development of Procurement Profiling and Suppliers Database to outline the suppliers’ information as well as purchasing habits and patterns.
Develop and manage Material Planning for goods and materials demanded by functions and ensure the creation of item-specific forecasts over a rolling time horizon to be used for ordering and inventory.
Review and approve the selection of the most suitable suppliers recommended by the Senior Officer Procurement, ensuring they offer quality and cost-efficient services.
Approve requisition requests for the procurement of all goods required by the Head Office and branches according to the Delegation of Authority Matrix and report incidences of system abuse to the Head of Administration Affairs.
Oversee shipment activities, ensuring that shipments are effectively cleared through customs.
Ensure proper management of all documentation related to preparation, finalization, amendments, management and administration of purchase and supply performance against strategic Initiatives and KPls.
Foster a culture of collaboration, accountability and continuous learning within the procurement function.
Provide coaching, mentoring and career development opportunities to enhance team capabilities and succession readiness.
Promote diversity, inclusion and employee engagement to maintain a motivated and cohesive workforce.
Support change management initiatives and ensure the team’s adaptability to evolving procurement technologies and practices.
Possesses a Bachelor's degree in Business Administration, Supply Chain Management, or a related field; a Master's degree is a plus. Demonstrates a proven track record of achieving significant cost savings and driving procurement excellence within the industry. Has experience in the manufacturing, retail, or related sector. Exhibits strong negotiation, communication, and interpersonal skills, with the ability to influence stakeholders at all levels.
Holds relevant certifications such as CPSM or CIPS, which are highly desirable.
