Sector Master Planning, Value Chains, and Investment Prioritization

Lead technical development of the Regional Agriculture Master Plan
, ensuring it is analyticallyrigorous, spatially grounded, and implementable—covering production systems, value chains, infrastructure needs, investment priorities, and policy reforms, aligned with resource constraints and climate realities.

Responsibilities
  • Define planningframework: objectives, planninghorizons, scenarios, and decision criteria.
  • Conduct supply-demand and food balanceanalysis; identify strategiccommodities and vulnerabilities.
  • Develop production system pathways (open field, protectedagriculture, livestock, aquaculture where relevant) considering resource constraints.
Agro-economic and investment analysis
  • Build agro-economic models for priorityvalue chains:
  • Unit economicsby crop/livestock system
  • Productivity gap analysis and constraints
  • Market competitiveness and import substitution vs export potential.
  • Identify investment levels: extension services, inputs, mechanization, post-harvest, processing, cold chain.
  • Prioritize investments using transparent criteria(impact, feasibility, cost,time to benefit, resource intensity).
Spatial and resourceintegration
  • Collaborate with resource management teams to integrate:
  • Water availability and allocation constraints
  • Energy requirements and costs
  • Land suitability and climate risk
  • Incorporate spatialplanning inputs (zoning,clusters, infrastructure corridors).
  • Policy and regulatory changes
  • Institutional capacityrequirements (extension, inspection, labs, market regulation)
  • Define governance and cross-agency responsibilities.
Best practices and external benchmarking
  • Benchmark againstleading global program sand standards (intergovernmental guidance and proven country/region case studies).
  • Establish "design principles" for sustainable agriculture, climate resilience, and farmer inclusion.
Required experience and qualifications
  • Education:

    Bachelor’s degree in agricultural economics/agronomy/public policy;advanced degree strongly preferred.
  • 10+ years in agriculture master planning, agro-economics, food systems strategy,or sector investment programs in the leading organizations.
  • Strong experience with value chaineconomics and government planning processes.
  • Regional experience preferred; ability to operate with local context,market structures, and public sector constraints.
