Agriculture Subsidy Redesign, Targeting, and Impact
Role purposeDesign and implement subsidies and incentive mechanisms that improve productivity, sustainability, and farmerlivelihoods while ensuring
fiscal sustainability, compliance, and measurable impact
. This role is a technical lead within the TMO portfolio and owns the end-to-end subsidy reform workstream.
Diagnosis and design
- Map existing subsidy landscape: eligibility, spend, leakage risks,incentive distortions, overlaps.
- Segment beneficiaries (farm types, size,crop/livestock systems, geography, vulnerability).
- Design alternative subsidy models:
- Targeted input subsidies (seed/feed/fertilizer) with controls
- Outcome/conditionality-linked incentives (water efficiency, compliance, productivity)
- Capital grants/ co-investment schemes for modernization (irrigation, greenhouses, renewables)
- Develop fiscalscenarios and trade-offs for government decision-makers.
- Define eligibility rules, verification methods,and audit trails(registry integration, land/farm , production evidence).
- Design leakageprevention controls (claimsvalidation, supplier vetting,anomaly detection triggers).
- Develop compliance mechanisms and enforcement pathways aligned with regulations.
- Develop cost-benefit scenarios to define and review on an ongoing basis applicability of the subsidies.
- Translate design into executable implementation plan: policy drafts,operating procedures, system requirements, vendor/process changes.
- Work with digital/data teamson:
- Farmer registryintegration
- e-voucher / digital disbursement logic
- Case management workflows for exceptions and appeals
- Support procurement packages (system integrators, payment rails, verification services).
- Define an impact evaluation approach:
- Logic models(inputs outputs outcomes)
- Baselines and measurement methods(surveys, remote sensingproxies, administrative data)
- Quasi-experimental design options were feasible(phased rollout, comparison groups)
- Establish a benefits trackingdiscipline within the TMO (impactreporting cadence, auditability).
- Coordinate with finance/treasury, audit,regulators, farmer associations, suppliers, and service providers.
- Develop communication materials to supportadoption and managepolitical economic risks.
- Education:
Bachelor’s degree in economics, public policy, agricultural economics, or related.
Advanced degree preferred. - 10+ years in agricultural subsidy/incentives, social supporttargeting, agri-policy implementation, or development programs at leading organization.
- Demonstrated experience designing and implementing targeting and payment/disbursement mechanisms (public sector preferred).
- Strong quantitative capability: fiscal modeling,program evaluation methods.
- Familiarity with global best practices (FAO, World Bank, IFAD style program disciplines) preferred.
