We are looking for an Agro-Economics Expert to lead the technical development of the regional agriculture blueprint covering production systems, value chains, infrastructure needs, investment priorities, and policy reforms.
Primary responsibilities Agriculture Plan Development- Define the planning framework: objectives, planning horizons, scenarios, and decision criteria
- Conduct supply-demand and food balance analysis; identify strategic commodities and vulnerabilities
- Develop production system pathways for open field, protected agriculture, livestock, and aquaculture — accounting for resource constraints
- Build agro-economic models for priority value chains: unit economics, productivity gap analysis, and market competitiveness
- Identify investment needs across extension services, inputs, mechanization, post-harvest, processing, and cold chain
- Prioritize investments using transparent criteria: impact, feasibility, cost, time to benefit, and resource intensity
- Collaborate with resource management teams to integrate water availability, energy requirements, land suitability, and climate risk
- Incorporate spatial planning inputs including zoning, clusters, and infrastructure corridors
- Translate the agriculture plan into a sequenced implementation program covering policy changes, institutional capacity requirements, and a capital projects pipeline
- Define governance structures and cross-agency responsibilities
- Benchmark against leading global programs and intergovernmental standards
- Establish design principles for sustainable agriculture, climate resilience, and farmer inclusion
- 10+ years in agriculture master planning, agro-economics, food systems strategy, or sector investment programs at leading organizations
- Strong experience with value chain economics and government planning processes
- Regional experience preferred, with the ability to operate effectively within local context, market structures, and public sector constraints
- Bachelor's degree in Agricultural Economics, Agronomy, or Public Policy; advanced degree strongly preferred
