We are looking for a Culture, Change Management & Capability Expert to Drive the “people side” of the agriculture transformation across government and sector stakeholders—ensuring new policies, processes, and digital tools are adopted, institutionalized, and sustained through change strategy, capability building, communications, and behavioral interventions.
PRIMARY RESPONSIBILITIES Change Strategy & Stakeholder Mapping- Develop a transformation-wide change strategy aligned to the TMO roadmap
- Map stakeholder groups across leadership, regulators, extension services, inspectors, finance/admin staff, farmers, and private sector partners
- Identify adoption risks and develop tailored mitigation plans per initiative and workstream
- For each major initiative — subsidy reform, resource management, digital platforms, inspections — define new roles and responsibilities (RACI), process changes, SOP updates, training needs, and readiness criteria
- Build a multi-channel communication plan covering executive communications, internal adoption campaigns, and external outreach to farmers, suppliers, and associations
- Develop structured materials: playbooks, briefing packs, and field guides
- Establish a capability framework aligned to the new operating model: training curricula, train-the-trainer programs, communities of practice, and digital super-user networks
- Define reinforcement mechanisms: leadership routines, performance dialogues, and continuous improvement loops
- Establish adoption indicators and readiness assessments: training completion, process compliance checks, system usage patterns, and field feedback loops
- Conduct structured feedback collection and feed insights into iterative improvement cycles with workstream leads
- 10+ years in change management for large-scale public sector or regulated-sector transformations
- Direct experience supporting policy/process reforms and digital rollouts with frontline adoption
- Experience in agriculture or food systems is preferred; strong exposure to government service delivery contexts is equally valued
- Bachelor's degree in Organizational Development, Public Administration, HR Strategy, or a related field; certifications (e.g., Prosci) are a plus
