Job Description:
The RoleThe global public sector organisation is hiring an Executive Director of Surveillance and Financing, based in Abu Dhabi. This position oversees financial assistance to member countries and leads regional economic surveillance, risk assessment, and policy dialogue. The role also covers the coordination of regional technical committees, including the Council of Arab Central Bank Governors, and supports institutional capacity building across the Arab region.
Key Responsibilities- Ensure timely financial support to member countries, aligning lending programs with the organisation's strategic objectives.
- Oversee the growth of non-financial assistance and externally financed programs to strengthen financial stability.
- Monitor lending risk exposure, oversee arrears management, and implement mitigation strategies to prevent defaults and preserve future financial access.
- Lead the design and delivery of regional surveillance and research activities aligned with the organisation's strategic objectives.
- Strengthen regional reporting frameworks using data, analytics, and insights to support economic growth and financial stability.
- Oversee surveillance activities to identify, assess, and inform responses to macroeconomic risks and opportunities.
- Strengthen financial risk assessment and mitigation strategies to ensure compliance with best practices in lending and economic surveillance.
- Develop and oversee policies, programs, and regulatory procedures that enhance transparency and institutional effectiveness.
- Lead capacity-building initiatives to improve financial governance across member states.
- Lead the design and execution of the Surveillance and Financing Department's strategy and operational plans.
- Oversee lending programs, economic surveillance, and risk mitigation initiatives, supported by economic and financial analysis to assess policy impact and exposure.
- Manage the department's budget to ensure effective resource allocation and performance monitoring.
- Identify and mitigate risks across lending and surveillance operations, ensuring adherence to the organisation's risk management framework, policies, and regulations.
- Lead the development, review, and enhancement of policies and procedures governing financial assistance and economic surveillance.
- Drive continuous improvement through regular evaluations of surveillance frameworks and financial assistance processes.
- Build collaborations with internal and external stakeholders, including member states, financial institutions, and policy experts.
- Foster cross-functional coordination to address lending challenges, strengthen risk assessment, and improve policy formulation.
- Represent the organisation in regional and international forums and oversee technical secretariat functions for regional committees.
- Partner with HR to attract, develop, and retain professionals within the department, and set expectations, coach, and evaluate performance.
- Minimum 15 years of experience in macroeconomic surveillance, lending operations, or economic policy development.
- Proven experience designing and implementing financial assistance frameworks, regional policy monitoring, and multilateral economic cooperation.
- Master's degree in Economics, Public Policy, or a related field;
PhD preferred. - Additional certifications in fiscal policy, macroeconomic modelling, or public financial management are an advantage.
- Advanced competency in driving results and performance, communication, professionalism, demonstrating courage, developing talent, and building partnerships.
