JOB PURPOSE

The Economistis responsible for providing high-level economic analysis and policy advice in the context of designing economic reform programs and the follow up of thoseprograms, and conducting in-depth assessment of the eligibility of member countries in the context of evaluating loans’ requests. His/her role also includes conducting policy-related research studies and contributing to AMF training activity.

ROLES AND RESPONSIBLITIESKey Accountabilities
  • Contribute effectively to the assessment of the economic and financial eligibility of the member country requesting financing, in line with the AMF’s Lending Policy and Procedures, including the assessment of risk and debt sustainability.
  • Contribute to the preparation of policy notes that aim to highlight economic and financial challenges and possible reforms in a member country, enabling the design of effective reform programs.
  • Contribute effectively to consultation and discussion with officials in a member country to reach an agreement on reform programs, including providing economic and financial analysis and drafting letter of intents and required reports.
  • Drafting reports to monitor the progress of economic programs in member countries, including assessing macroeconomic developments and outlook, and the reform measures implementation to ensure program objectives are met.
  • Contribute effectively to the preparation of surveillance and country reports to develop forward-looking policy advice that addresses vulnerabilities and promotes sustainable growth in member countries, while continuously monitoring ongoing economic and financial developments in assigned countries to identify potential challenges and issues.
  • Contribute effectively to the provision of expert policy advice and technical assistance to member countries on economic matters to aid in macroeconomic and structural policies’ formulation and implementation.
  • Contribute to the discussion regarding economic policies aligned with AMF’s strategic goals, by participating in relevant internal and external committees and forums.
  • Draft policy briefs and recommendations in the context of the provision of policy advice and technical assistance to the member countries and engage with relevant AMF staff, stakeholders and partners to refine policy proposals
  • Conduct research studies on country, regional and global economic issues, relevant to the AMF’s mandate and strategy.
  • Prepare in-depth macroeconomic and risk analysis on a country or regional level, including assessing macroeconomic developments and prospects, financing needs, and debt sustainability, to inform lending plans and reform programs’ design and implementation.
  • Contribute to the design and execution of training and capacity building’s courses and workshops within the framework of the AMF’s training plan, aiming to enhance institutional and human capacities in member countries.
  • Contribute to the identification of improvements to the Division’s policies and procedures, covering all areas of activity, considering leading practices.
  • Contribute to reviewing risk registers pertaining to the Division’s scope of activity, aiming to enhance effectiveness and risk management tools related to the Division’s processes.
  • Communicate complex economic concepts and findings to stakeholders through presentations, reports, and publications.
  • Build collaborative relationships with relevant internal units ( AMF’s departments/divisions), stakeholders (authorities in member countries), and partners (international and regional financial organizations), in a manner that supports the achievement of the AMF’s objectives.
  • Actively gain exposure and insights to local and global economic developments, reform challenges and opportunities, and the ongoing debate on economic policy issues at the practical and theoretical levels, and leverage them to enhance stakeholder management capabilities, in line with AMF’s strategic objectives.
JOB QUALIFICATIONS AND REQUIREMENTS Knowledge and

Experience:
  • Minimum of 5-6 years of relevant experience in economic or financial sector policy, ideally within international financial institutions, central banks, or ministries of finance.
  • Proven experience in financial system development, regulation, supervision, and digital finance.
Education:
  • Master’s degree in economics, macroeconomics, public finance, or related field.
Certifications:
  • Additional certifications in financial regulation, risk, or digital finance are an asset.
