IA Program Manager

Synopsis

The IA Program Manager, will lead capability development & deployment frameworks continuously improves enterprise-wide development frameworks focused on capability building and career progression for national talent. Principle focus being Airports and Ground Services, supporting organisational capability, succession priorities, and future workforce needs. The role partners with Operations and Guest business leaders and HR partners to translate workforce insights into structured, data-driven development pathways.

Acting as a strategic advisor and subject‑matter expert, it provides governance, performance analytics, and direction to enable informed leadership decisions.

• Shape and lead Operations and Guest division capability and development programmes aligned to organisational strategy, talent priorities, and future workforce requirements, with a defined focus on UAE National development programs and existing UAE nationals operating across Operations and Guest Division, focal point being Airports and Grounds Services.
• Translate organisational and workforce strategy into coherent development architectures, progression frameworks, and leadership readiness pathways that support long‑term capability building.
• Partner with senior business leaders and HR Business Partners to diagnose capability risks, identify critical gaps, and agree development and progression priorities aligned to strategic and operational objectives.
• Act as a trusted advisor on UAE National development strategy, providing expert input on progression pathways, leadership readiness, and succession outcomes to inform workforce planning decisions.
• Establish and maintain governance frameworks that ensure development programmes are consistent, high‑quality, and aligned with Group learning, talent, and performance standards.
• Provide strategic oversight and challenge to ensure UAE National development programmes are outcome‑driven, scalable, and deliver measurable organisational and business impact.
• Lead the analysis and interpretation of development and talent data to generate senior‑level insights on learning effectiveness, capability maturity, leadership potential, succession readiness, and UAE National progression.
• Convert performance data and analytics into clear, evidence‑based insights that support executive decision‑making, prioritisation, and investment trade‑offs i.e implementing enhanced development routes / Experience‑led development.
• Oversee the integrity, governance, and effective use of learning and development systems to ensure accurate, reliable, and decision‑ready data for senior stakeholders.
• Enable structured mentoring, coaching, and career advisory frameworks that support informed career conversations aligned to individual potential, business requirements, and succession planning principles.
• Monitor external trends, industry benchmarks, and UAE National development best practice, recommending strategic enhancements to development methodologies, tools, and delivery approaches organisational culture and operational environments.

• Bachelor's degree, preferably in Human Resources, Training and Development, business administration or aviation management.
• Minimum of 7 years of experience preferably within the aviation industry.
