Delivery Head - Digital Financial Solutions - Middle East

Our client is seeking an experienced and highly driven Delivery Head to take ownership of the end-to-end implementation and delivery of our cutting-edge digital financial solutions across the Middle East.

This senior leadership role requires a proven track record (15+ years) in steering complex,
multi-market projects
—specifically involving digital lending, cards, wallets, and money-movement platforms
—from initial scope definition to successful go-live. The Delivery Head will be the critical link, ensuring seamless alignment between customers, regulators, and internal Engineering, Product, and Operations teams, while championing operational excellence and regional compliance.

• Delivery Leadership: Lead and own the complete lifecycle of all regional delivery projects, ensuring timely and successful execution across the entire project portfolio.
• Program Management: Oversee and steer multiple complex, large-scale product implementations simultaneously, managing timelines, budgets, and resource allocation across all markets.
• Stakeholder Alignment: Act as the primary executive contact and relationship manager for key customers and strategic partners throughout the delivery journey, ensuring clarity and alignment on project status and milestones.
• Regulatory Compliance: Ensure all delivered solutions and implementation processes strictly adhere to regional regulatory requirements, including those mandated by SAMA (Saudi Central Bank), CBUAE (Central Bank of the UAE), and other relevant bodies.
• Cross-Functional Coordination: Maintain strong, consistent alignment with internal Engineering, Product Management, and Operations teams to efficiently resolve blockers, provide critical market feedback, and optimize implementation processes.
• Risk & Quality Management: Develop and execute comprehensive project plans, including robust risk management and mitigation strategies, and enforce rigorous quality assurance protocols to guarantee product integrity and stability.
• Operational Excellence: Drive continuous improvement in delivery methodologies, tools, and processes to enhance efficiency, reduce time-to-market, and elevate customer satisfaction scores across the region.

• Experience (15+ Years): Minimum of 15 years of progressive experience in technology delivery, program management, or professional services leadership, preferably within the Fintech, Banking, or Enterprise Software sector.
• Domain Expertise: Proven track record of successfully delivering large-scale digital financial products, specifically in lending, cards, payments, or core banking infrastructure.
• Regional Knowledge: Deep and current understanding of the Middle Eastern financial regulatory landscape (e.g., SAMA, CBUAE) and experience managing delivery compliance within these frameworks.
• Executive Leadership: Exceptional hands‑on leadership and team management capabilities, with the ability to motivate, mentor, and steer high‑performing delivery teams across different markets.
• Stakeholder Management: Superior interpersonal and communication skills, with a demonstrated ability to effectively engage, negotiate, and influence C‑level executives, regulators, and diverse internal/external stakeholders.
• Strategic Planning: Expert proficiency in project planning, resource modeling, risk management, and quality assurance for complex, mission‑critical enterprise deployments.
• Results Focus: Strong business acumen and an unwavering commitment to driving outcomes that meet customer success metrics, delivery deadlines, and internal business objectives.
