Job Description

The Project Controls Manager is responsible for leading and managing all project controls functions throughout the project lifecycle, including planning and scheduling, progress measurement, performance management, cost control, forecasting, reporting, and risk management. The role provides strategic oversight and visibility of project performance, ensuring accurate reporting of schedule, cost, productivity, and risk indicators to support effective decision‑making by the Project Management Team (PMT).

The Project Controls Manager acts as the primary interface with the Client on all project controls matters and ensures full compliance with BESIX project management procedures, governance requirements, and reporting standards.

Key Responsibilities Project Controls Leadership
  • Lead and manage all Planning, Reporting, Perform, Cost Control, Forecasting, and Risk Management functions for the assigned project.
  • Develop and implement the Project Controls strategy in line with project objectives and BESIX standards.
  • Ensure effective integration between planning, cost control, productivity management, and risk management functions.
  • Establish project controls governance, reporting structures, and performance monitoring systems.
Planning & Performance Management
  • Oversee the development, maintenance, and monitoring of the integrated project schedule.
  • Ensure accurate progress measurement and performance reporting across all project disciplines.
  • Lead the implementation and maintenance of Perform for productivity and resource management.
  • Monitor project performance against approved baselines and identify corrective actions where required.
  • Coordinate recovery plans and schedule mitigation measures when required.
Cost Control & Forecasting
  • Lead project cost control processes, including budget monitoring, forecasting, trend analysis, and cost reporting.
  • Ensure accurate monthly Cost-to-Complete (C2C3) reporting and forecasting.
  • Monitor project financial performance and provide early visibility of deviations and risks.
  • Support project management in evaluating financial impacts of changes, claims, and commercial risks.
Risk Management
  • Lead the project risk management process from project handover through project completion.
  • Ensure effective implementation and maintenance of the BESIX Risk Management Tool.
  • Integrate project risks and opportunities into forecasting and monthly reporting processes.
  • Facilitate risk reviews and ensure mitigation measures are implemented and monitored.
  • Promote proactive risk identification and management across all project teams.
Reporting & Data Analytics
  • Establish and maintain efficient processes for data collection, validation, analysis, and visualization.
  • Develop project dashboards and performance reports to support decision-making.
  • Provide clear, accurate, and concise reporting of project status, forecasts, risks, and opportunities.
  • Present project performance updates to the Project Management Team, senior management, and client representatives.
Stakeholder Management
  • Act as the primary Project Controls representative within the Project Management Team.
  • Represent BESIX in all client‑facing project controls discussions and reporting meetings.
  • Collaborate closely with Engineering, Construction, Commercial, Procurement, Finance, and HSE teams to ensure alignment of project objectives and reporting.
Team Leadership
  • Lead, mentor, and develop Planning Engineers, Cost Control Engineers, and Project Controls personnel.
  • Foster a high‑performance culture focused on collaboration, accountability, and continuous improvement.
  • Support talent development, succession planning, and knowledge sharing within the project controls team.
Qualifications
  • Bachelor's Degree in Civil Engineering, Construction Management, or a related discipline.
  • Professional certifications such as PMP, CCP, EVP, PRMP, or equivalent are preferred.
  • Minimum 25 years of construction industry experience, including at least 5 years in a senior Project Controls leadership role.
  • Proven experience on large‑scale construction, infrastructure, industrial, marine, or mission‑critical projects.
  • Strong expertise in planning, scheduling, cost control, forecasting, risk management, and project reporting.
  • Advanced knowledge of Primavera P6, Power BI, Excel, and project controls systems.
  • Strong analytical, communication, and stakeholder management skills.
  • Demonstrated leadership experience in managing multidisciplinary project controls teams.
  • Experience in client‑facing roles and executive‑level reporting.
