Black & Grey HR is seeking a Crewing Team Leader – Offshore & Marine to join our client's marine operations team based in Abu Dhabi, UAE. This is a permanent office‑based role with primary responsibility for UAE operations while supporting regional projects across Saudi Arabia, Qatar, and Kuwait.
You will be responsible for leading the Central Crewing function, overseeing the end‑to‑end crewing of offshore survey, diving, and subsea operations across multiple regional projects. Working closely with project teams, vessel owners, marine operations, clients, and regulatory authorities, you will ensure crew readiness, certification compliance, rotation planning, and seamless mobilization while driving continuous improvement across crewing processes and standards.
Key Responsibilities- Lead and supervise the Central Crewing team, providing direction, workload management, and technical guidance to Crewing Coordinators and Officers while ensuring efficient delivery of all crewing activities.
- Oversee the planning, mobilization, demobilization, and rotation of offshore survey, diving, subsea, and marine personnel, ensuring projects are fully manned in accordance with operational schedules and client requirements.
- Manage crew certification compliance, monitoring the validity of STCW, IMCA, ADNOC, offshore medicals, visas, passports, and client‑specific competency requirements to ensure continuous workforce readiness.
- Develop and maintain crew rotation plans, manning schedules, and personnel allocation strategies aligned with vessel campaigns, offshore projects, and business priorities.
- Oversee the preparation and submission of flag state documentation, crew agreements, port clearances, immigration documentation, and statutory regulatory submissions for offshore operations.
- Build and maintain strong relationships with approved crewing agencies, manning providers, recruitment partners, and training organisations to ensure a reliable and competent offshore workforce.
- Coordinate with the Marine Operations team to provide crewing support for chartered and third‑party vessels, ensuring timely crew changes, approvals, certification compliance, and vessel readiness.
- Maintain the central crewing database, ensuring personnel records, qualification registers, certification tracking, rotation history, and availability records remain accurate and up to date.
- Manage crewing budgets, monitor personnel costs, and oversee crew travel, accommodation, visa arrangements, transportation, and mobilization logistics to ensure cost‑effective operations.
- Act as the primary interface with clients, ADNOC, flag state authorities, vessel owners, and regulatory bodies regarding crew approvals, compliance requirements, audits, and operational readiness.
- Develop, implement, and continuously improve crewing policies, procedures, systems, and operational standards to enhance efficiency, compliance, and service delivery.
- Prepare regular management reports covering manpower planning, certification status, mobilisation performance, crewing KPIs, workforce utilisation, and operational risks while recommending improvement initiatives.
- Bachelor's Degree in Maritime Studies, Business Administration, or a related discipline.
- 8–12 years of experience in marine, offshore, or oil & gas crewing, including a minimum of 3 years in a supervisory or team leadership role.
- Strong knowledge of STCW, MLC 2006, flag state crewing regulations, and offshore personnel compliance requirements.
- Familiarity with IMCA crewing standards and offshore workforce competency management.
- Proven experience leading crewing teams supporting offshore survey, subsea, diving, or marine operations.
- Strong understanding of offshore crew mobilisation, rotation planning, personnel logistics, visa processing, travel coordination, and workforce planning.
- Experience managing relationships with crewing agencies, manning providers, clients, vessel owners, and regulatory authorities.
- Excellent leadership, planning, stakeholder management, communication, and problem‑solving skills.
- Proficiency in crewing management systems, personnel databases, and Microsoft Office applications.
