Overview
The WMCC-VTS Manager is responsible for managing and co‑ordinating the activities of the WMCC‑VTS centre. This includes managing WMCC‑VTS operations to ensure that current rules, regulations and legislation are followed, developing, maintaining and reviewing management standards, and ensuring all WMCC‑VTS operators are trained and qualified in compliance with Abu Dhabi Ports Safety and Quality Management Systems. The Manager will plan, maintain and develop emergency procedures and record and prepare evidence in response to incidents or accidents within the waterways area of responsibility.
CoreResponsibilities
- Maintain and develop a safety culture.
- Ensure an effective public relations and information service.
- Manage financial, technical and human resources issues, including maintenance of shift rosters.
- Manage maintenance of the WMCC‑VTS software systems, equipment and hardware.
- Manage and review Standard Operating Procedures manuals, Safety Maps, risk assessments and equipment.
- Manage a team of Vessel Traffic Service Operators and Supervisors on a continual shift roster.
- Ensure availability of qualified operators at all times.
- Conduct appraisals and undertake annual assessments.
- Lead the WMCC‑VTS team to deliver a consistent, high‑quality service.
- Assess risks of vessel movements and establish cost‑effective processes and procedures.
- Establish methods, procedures and technological solutions to gather information for reporting on and managing vessel movement.
- Manage operations and traffic in the Abu Dhabi waterways.
- Cover WMCC‑VTS in operations preparation meetings for abnormal operations.
- Continuously enhance internal processes.
- Interview and select new WMCC‑VTS candidates.
- Follow, assess and enhance team knowledge and performance.
- Notify incidents and ensure timely, accurate reporting in accordance with established protocols.
- Plan for business continuity.
- Cover WMCC with internal and external delegates.
- Participate in internal and external drills.
- Lead automation and progress of VTS processes.
- Prepare monthly VTS employee rosters, system upgrades, build SOW, raise requests, perform technical evaluations, and implement changes.
- Review monthly reports and deliver to the Director of Waterways, AD Maritime, and provide other required reports.
- Act against non‑compliance to ensure no breach of rules and regulations during manoeuvring.
- Ensure timely response of the WMCC‑VTS team.
- Provide data to AD Maritime management.
- Lead internal and external audits and benchmarking.
- Relevant qualification.
- Experience leading and managing complex operational teams.
- Proven high‑level verbal and written communication skills.
- Ability to liaise and work collaboratively with a broad range of stakeholders.
- Completion of C0103‑1 and C0103‑2 qualifications.
