Job Description

The WMCC-VTS Manager is responsible for managing and coordinating the activities of the WMCC-VTS centre. This includes managing the WMCC-VTS operations to ensure that current rules, regulations and legislation are followed, developing, maintaining and reviewing management standards, ensuring all WMCC-VTS Operators are trained and qualified in compliance with Abu Dhabi Ports Safety and Quality Management Systems. The WMCC-VTS Manager will plan, maintain and develop emergency procedures and will record and prepare evidence in response to an incident or accident within the waterways area of responsibility.

Responsibilities
  • Maintain and develop the safety culture
  • Ensure an effective public relations and information service
  • Manage financial, technical and human resources issues such as maintenance of shift rotes
  • Manage the maintenance of the WMCC-VTS software systems, equipment and hardware
  • Manage and review standard operating procedures manuals, safety maps, risk assessments and equipment to ensure efficient operations
  • Ensure that the Service Level Agreement (SLA) established between Waterways and its internal or external partners is effectively implemented and monitored, specifically with regard to the operational, safety, and performance requirements of the WMCC‑VTS
People Management Responsibilities
  • Manage a team of WMCC Vessel Traffic Service Operators (VTSOs / supervisor) employed on a continual shift roster
  • Ensure availability of qualified WMCC‑VTS operators always; conduct appraisals and undertake annual assessments
  • Actively lead the WMCC‑VTS team ensuring that the centre delivers a consistent high‑quality service
Strategic Responsibilities
  • Assess the risks of vessel movements and establish cost‑effective processes and procedures to optimize risk management
  • Establish methods, procedures and technological solutions to gather the information necessary to report on and manage vessel movement
  • Manage operations and traffic in the Abu Dhabi waterways
  • Cover WMCC‑VTS in operational preparation meetings for abnormal operations
  • Continue enhancement of the internal processes
  • Interview and select new WMCC‑VTS candidates
  • Follow, assess, and enhance the WMCC‑VTS team knowledge and performance
  • Ensure timely and accurate reporting of incidents by the team, in accordance with established protocols
  • Implement business continuity plans
  • Cover the WMCC with internal and external delegates
  • Participate in internal and external drills
  • Lead, enhance and progress automation of the VTS processes (management system)
  • Prepare monthly VTS employee rosters
  • Plan system upgrades: build SOW, raise request, do technical evaluation, and follow implementation
  • Review monthly reports and send to Director, Waterways, AD Maritime; provide any other reports required by AD Maritime/ITC
  • Take action against non‑compliance
  • Ensure VTS employees implement roles and avoid breaches of rules and regulations during maneuvering
  • Ensure timely response of the WMCC‑VTS team
  • Provide data to AD Maritime management
  • Lead internal/external audits

  • Make decisions when waterways director does not reply
  • Plan traffic management in conflict scenarios
Qualifications

Educational and Technical

Qualifications:

  • Bachelor’s degree in Hydrology, Environmental Science, Civil Engineering (Water Resources) or any relevant management qualification
  • Experience in leading and managing complex operational teams of critical importance to organizational objectives
  • Proven high level communication skills (verbal and written) to liaise and work collaboratively with a broad range of stakeholders, facilitating cooperation and establishing strong working relationships
  • Completion of C0103‑1 and C0103‑2 qualifications
Language Skills
  • Ability to effectively communicate, both verbally and written, in Arabic and English, to report to superiors and negotiate, resolve conflicts with stakeholders
  • Ability to work effectively in a team, including responding to needs of team members and providing assistance when required
  • Good working and management knowledge
  • Ability to maintain confidentiality and work with third parties, retaining professional demeanor in confrontational situations
  • Ability to carry out duties effectively and efficiently and according to defined objectives under minimal supervision
  • Ability to monitor the operational and functional integrity of communications equipment, computers and navigational aids
  • Knowledge of maritime regulations and terminology
  • Fluency in English and Arabic language
Years of Experience
  • Minimum of 4 years as a VTS Supervisor
Nature of Experience
  • Familiarity with maritime communication systems, radar and other navigational aids
  • Knowledge of international and local maritime laws and regulations to ensure compliance and safety within the waterways
