WMCC‑VTS Manager

The WMCC‑VTS Manager is responsible for managing and coordinating the activities of the WMCC‑VTS centre. The role includes overseeing WMCC‑VTS operations to ensure compliance with current rules, regulations and legislation; developing, maintaining and reviewing management standards; ensuring all operators are trained and qualified in line with Abu Dhabi Ports Safety and Quality Management Systems; planning, maintaining and developing emergency procedures; and recording and preparing evidence in response to incidents or accidents within the waterways area of responsibility.

• Maintain and develop the safety culture.
• Ensure an effective public relations and information service.
• Manage financial, technical and human resources issues such as maintenance of shift rosters.
• Maintain WMCC‑VTS software systems, equipment and hardware.
• Review and manage Standard of Procedures manuals, Safety Maps, Risk Assessment and equipment to ensure efficient operations.

• Manage a team of WMCC Vessel Traffic Service Operators (VTSOs / Supervisors) on a continual shift roster.
• Ensure availability of qualified WMCC‑VTS operators at all times through appraisals and annual assessments.
• Actively lead the WMCC‑VTS team to deliver a consistent high‑quality service.

• Assess vessel movement risks and establish cost‑effective processes and procedures to optimise risk management.
• Develop methods, procedures and technological solutions to gather information for reporting on and managing vessel movement.
• Manage operations and traffic in the Abu Dhabi waterways.
• Cover WMCC‑VTS in operations preparation meetings for abnormal operations.
• Continuously enhance internal processes.
• Interview and select new WMCC‑VTS candidates.
• Assess and enhance team knowledge and performance.
• Ensure timely and accurate incident notification in accordance with established protocols.
• Plan to ensure business continuity.
• Cover the WMCC with internal and external delegates.
• Participate in internal and external drills.
• Lead, enhance and progress automation of the VTS processes (management system).
• Prepare monthly VTS employee rosters.
• Manage VTS system upgrades: build the SOW, raise requests, conduct technical evaluation, and follow implementation.
• Review monthly reports and submit to Director, Waterways, AD Maritime; deliver any additional reports required by AD Maritime/ITC.
• Take action against non‑compliance and ensure employees implement roles without breaching rules during manoeuvres.
• Ensure timely response from the WMCC‑VTS team.
• Provide data to AD Maritime management.
• Lead internal and external audits of the department.
• Conduct benchmarking.
• Make decisions when the waterways director fails to reply.
• Plan traffic management in conflict scenarios.

• Relevant management qualification.
• Experience leading and managing complex operational teams critical to organisational objectives.
• Proven high‑level communication skills (verbal and written) to liaise and work collaboratively with a broad range of stakeholders, facilitating cooperation in achieving outcomes and maintaining strong relationships.
• Completion of C0103‑1 and C0103‑2 qualifications.
