Financial Manager, Financial Analyst, Financial Reporting, Financial Compliance
The Town of Acton is seeking an experienced, collaborative, and strategic financial leader to serve as its next Budget Director. This full-time position is responsible for leading the development, administration, and oversight of the Town's operating and capital budgets while providing strategic financial analysis and long-range planning to support the Town's fiscal sustainability. Working closely with the Town Manager, Finance Department, and department heads, the Budget Director serves as a trusted advisor on budget development, financial forecasting, fiscal policy, and resource allocation, helping ensure the Town's continued financial strength and commitment to responsible stewardship of public resources.
GeneralDuties and Responsibilities:
The Budget Director leads the Town's annual operating and capital budget process, coordinating with departments to develop financial plans and prepare the annual budget document and budget presentations. The position develops long-range financial forecasts, analyzes revenue and expenditure trends, and provides recommendations on fiscal policy, resource allocation, and cost‑saving opportunities. The Budget Director collaborates with department heads to monitor operating, capital, enterprise, and revolving fund budgets;
conducts quarterly budget review meetings; assists with enterprise fund rate setting and forecasting; and participates in revenue estimation and the annual tax rate recap process. The position prepares financial reports and presentations for the Select Board, Finance Committee, and other boards and committees, produces the Popular Annual Financial Report (PAFR), supports year‑end financial forecasting, and promotes transparency through performance‑based budgeting and financial reporting initiatives.
Additional responsibilities include generating sewer bills, supporting the Acton Leadership Group and Finance Committee, representing the Finance Department on cross‑departmental initiatives, serving as Acting Finance Director when assigned, supervising analysts, interns, or temporary staff as appropriate, and performing related duties and special projects as assigned.
Bachelor's degree in finance, Accounting, Public Administration, Economics, or a closely related field, plus a minimum of four (4) years of progressively responsible experience in municipal budgeting, accounting, financial management, including supervisory or project management experience, or an equivalent combination of education and experience.
Preferred Qualifications:Master’s degree in finance, Public Administration, Business Administration, or a related field; prior municipal budgeting experience; experience with MUNIS or comparable municipal financial systems; and strong presentation and financial modeling skills
Pay Ratestarting pay $94k-106k per year
