Under the general supervisor of the Deputy City Manager, the Development Relations Project Manager is responsible for initiating, coordinating, and managing relations with developers that do business with the Town in partnership with the Economic Development and Development & Neighborhood Services departments. The incumbent consistently exercises discretion and independent judgement in managing areas of responsibility related to development projects. This position works independently in the absence of specific instructions or supervision and is delegated authority regarding matters of significance related to development projects.
- Functions as the Economic Development and Development & Neighborhood Services department’s representative and central point of contact for development and special project management activities.
- Establishes a positive and customer service focused working environment to resolve various development-related challenges.
- Coordinates the evaluation of development alternatives and facilitates collaboration on the selection of viable consensus-based solutions to technical and operational challenges.
- Facilitates mutually beneficial outcomes for complex agreements between landowners, developers, utility companies and the Town.
- Conducts highly effective public and stakeholder outreach efforts.
- Administers consulting contracts and manages development agreements.
- Represents Town’s interests at regional meetings.
- Serves as a coordination point person for certain economic development activities.
- Take and transcribe dictation; type and proofread a wide variety of reports, letters, memos and statistical charts; type from rough draft, verbal instruction or transcribing machine recordings;
Compose general correspondence related to responsibilities assigned. - Prepares and presents reports of findings and recommendations for implementation to Town departments, the City Manager’s Office, Council sub-committees, Planning and Zoning and the City Council as a whole; and develops cost estimates and coordinates budget analysis and projections with the Development & Neighborhood Services Director.
- Serves as the department’s representative in all areas related to on and off-site improvements for private development. Assignments are broad in scope and require the use of independent judgment and initiative.
- Leads technical professionals and, on an as-needed basis, may supervise or oversee a team of professionals, paraprofessionals, or technicians providing technical expertise, guidance, and leadership.
- Manages and assists in the development of the department’s budget. Processes purchase orders, P-cards and handle other finance duties related to the department.
- Initiates and maintains a variety of files and records for information related to the Director or Department
- Attends development related meetings as needed or required and travels off site to attend meetings, conferences, and training.
- May be asked to perform additional job duties that are directly, indirectly, or completely unrelated to normal job functions in the course of presenting certain Town special events.
- Perform related duties as required or assigned.
Education and Experience:
- Bachelor’s degree in Architecture, Engineering, Urban Planning, Construction Management, Public or Business Administration, Sustainability, Environmental Resources, Public Relations, or related field; AND
- Three (3) years of urban planning and/or land use planning and zoning; OR
- An equivalent combination of education, training, and experience.
- An American Institute of Certified Planners (AICP) certification is preferred.
Conditions of Employment:
- Safe driving record and valid Texas Driver’s License.

Knowledge, Skills, & Abilities:
- Knowledge of applicable local, State, and Federal laws, codes, ordinances, and regulations.
- Knowledge of conflict resolution and negotiation methods.
- Knowledge of urban design, planning, and zoning practices and principles.
