Job Title
The holder of the position proposes the orientations, coordinates and ensures the implementation of a prospective management of jobs, staff and skills (GPEEC), a major issue in a context of retirements, recruitment tensions and rapid evolution of jobs in connection with the development of AI. In this capacity, relying particularly on DSNUMRH, PREMS, the CMVRH, the sub-direction of recruitment and mobility, the mission of personalized follow-up and professional paths, the sub-directions of CMGP, and the CEDIP, he or she - designs and implements the methodological framework of the proposed approach in collaboration with the service of personal development and working conditions a three-year roadmap, - constitutes and pilots a network with other service providers or customers of the approach, in particular service D of the DRH, STMAR and DES within the SG, higher education institutions and the IGEDD, - collects the expressions of need from the heads of public policies, and cross-references with the needs expressed by decentralized services and sub-ministry operators, - implements the processing of data that can guide decisions, also relying on existing work (observatory of jobs and professional paths of the ENTPE, GPEEC approach conducted by service D in 2021/2022...),
- represents the DRH with the DGAFP and ensures that the specific needs of the ministerial pole are taken into account in the multi-annual strategy of the DGAFP, - designs the HR support framework for skills needs with the deployment of artificial intelligence (structuring of professional paths, support to services in the management of skills), - coordinates the DRH action concerning the consideration of AI in processes and in jobs, integrating the results of doctoral work on the impact of AI on the evolution of ministry jobs within the COFRA framework, - conducts with the DRH, with the support of the RS department, and the sub-direction PSPP (for actions related to the development of AI in the prevention plan) the social dialogue related to the projects it conducts - illuminates the conception and implementation of the human resources policies of the ministerial pole (for example in favor of professional equality, in connection with HFED) - may contribute, at the request of the head of service, to cross-cutting files.

- good knowledge of public policies within the ministerial perimeter as well as central, decentralized structures, and operators in charge of their implementation;
- aptitudes for the management of complex projects;

- strong capacity for adaptation, initiative and reactivity;
- relational skills and listening as well as good practice of network work and social dialogue.
