Treasurer / Collector's Office - Principal Clerk

The Town of Agawam is accepting applications for 1 (one) Principal Clerk in the Treasurer-Collector’s Office. The salary range for this position is $45,225.70-$51,832.82.

PRINCIPAL CLERK - TREASURER-COLLECTOR'S OFFICE

Position Summary:

Duties include dealing with the public and with town employees both at the counter and via telephone, accepting cash payments both at the counter and through the mail and responding to taxpayer inquiries. The principal clerk will be responsible for making daily deposits, preparing and balancing the payroll, preparing payroll reports and processing police and fire outside duty detail. Responsibilities also include preparing written correspondence to vendors and responding to public records requests.

Essential Job Functions:

  • Accepts cash receipts at the counter;
  • Assists in preparation of daily deposits;
  • Opens and processes mail;
  • Prepares and processes biweekly payroll;
  • Reviews and reconciles payroll reports;
  • Balances various payroll reports for federal income taxes, state income taxes, retirement contributions and various other employee deductions;
  • Assists in preparation of federal and state payroll tax returns, retirement reports and various other labor and payroll related reports;
  • Works closely with personnel department in responding to requests for information;
  • Performs research of historical payroll records;
  • Processes police and fire outside duty payroll;
  • Assists in preparation of vendor invoices for police and fire outside duty payroll;
  • Reconciles detailed reports of vendor receivable accounts to cash book;
  • Follows up on unpaid vendor receivables;
  • Assists in preparation of quarterly cash reports;
  • Assists in posting cash receipts and reconciling cash accounts;
  • Responds to information requests from other departments, taxpayers, financial institutions, attorneys and public record law requests;
  • Prepares written correspondence to taxpayers and attorneys;
  • Assists in preparation of audit schedules, preliminary official statements and other schedules;
  • Prepares written correspondence to taxpayers and attorneys;
  • Processes vendor warrants payable.
  • Performs other miscellaneous duties as required.

Required Knowledge Skills & Abilities:

Good knowledge of payroll earnings and deductions and related accounting procedures is required. Payroll is recorded and processed on a computer through specialized software packages. Payroll and cash receipts reports and correspondence are processed using spreadsheet, data base and word processing software. The position requires experience using a Windows operating system and one or two of the following software packages:
Microsoft Office. This position also requires significant experience in dealing with the public.

This is a confidential position. The principal clerk has access to private payroll taxpayer information and must maintain confidentiality at all times. The principal clerk must have an ability to deal with the public in a courteous, tactful and professional manner under all circumstances. Payroll experience and the ability to work under pressure is also required.

Desired Experience and Training:

Considerable experience with payroll functions, experience with personal computers; completion of a standard high school course of study.
