Oil and Gas Planning Consultant

Basic Scope of Job

• Familiar with Capital Program Administration (CPA Team)
• Familiar with Capital Budget Control (CBC Team)
• Familiar with Strategic Planning (SP Team)
• Familiar with Performance Management (PM Team)

• Familiar with Capital Program Administration (CPA Team) functions:
  • Project Gate System (PGS) or Well Delivery Project Gate System (WDPGS) for both subsurface and surface integration
  • Project evaluation, prioritization, tracking of projects to best‑fit budget allocation
  • Approval processes for capital program project progress reporting
  • Mapping of business processes or improvements
  • Economics analysis like calculating Net Present Value (NPV), Discounted Cash Flow (DCF) or Internal Rate of Return (IRR)
• Familiar with Capital Budget Control (CBC Team) functions:
  • Preparation and management of the Capital Budget Book and Authorization for Expenditure (AFE) processes
  • Coordinating the various steps in the preparation of the Capital Budget Book
  • Ensuring the capital budget is produced in a timely manner and controlled throughout the financial budgeting cycle
  • Exceptional analytical skills to investigate budgeting and accounting reports, maintaining robust capital expenditure controls
  • Consolidation of the company’s annual re‑phasing of expected capital expenditure
  • Analysis of major variances to the original plan and providing financial and business expertise in all areas of capital administration
• Familiar with Strategic Planning (SP Team) functions:
  • Developing the long‑term strategic plan
  • Conducting regular health‑of‑strategy checks and setting direction by developing business guidelines
  • Working with assets to develop the annual Asset Action Plan
  • Extracting the five‑year plan for KPC reporting, consolidating the 72‑month production forecast and the quarterly 18‑month production forecast
  • Efficient allocation of rig resources based on prioritized asset needs and responding to ad‑hoc demands by top management
• Familiar with Performance Management (PM Team) functions:
  • Balanced scorecards, strategy maps, scenario planning, gap analysis, key performance indicators (KPIs)
  • Design, implementation and continuous improvement of performance management framework, tools, and processes
  • Coordinate and manage quarterly performance review cycles
  • Provide training and support to managers and employees on performance management best practices
  • Monitor and report on performance management metrics and KPIs
  • Collaborate with KOC directorates to align performance goals with organizational objectives
  • Recommend and implement performance improvement plans (PIPs) when necessary

• Minimum of 10‑15 years of experience in the upstream oil & gas industry, surface and subsurface.
• Specialized corporate planning services in the oil & gas industry with a minimum of 5 years as consultant.
• Kuwait‑based subject matter expert planning consultant – oil and gas.
• Minimum 10‑year experience.
• Hands‑on budget control, strategic planning and other technical specifications.
