The Department of Budget and Fiscal Services, Accounting Division, is hiring an Accountant V in Honolulu. As an Accountant V, you'll play a vital role in reviewing contracts and amendments to ensure proper fund certification and encumbrance, managing debt service across funds, preparing detailed financial statements and reports, and diving deep into financial data analysis.

- Monitor, review, reconcile and prepare journal entries for debt service.
- Prepare special reports and exhibits for the Budget and Fiscal Services Director's quarterly reports, and schedules for the Annual Comprehensive Financial Reports in accordance with Governmental Accounting Standard requirements.
- Analyze the general ledger accounts, and the revenue and expenditure transactions for all City funds except the enterprise funds.
- Supervise the Control Accounts Bookkeeper involved in processing contracts, petty cash and change fund control and Accounting Section inventory control.
- Performs other duties as assigned.

Minimum Qualification RequirementsAt time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education RequirementEquivalent to graduation from an accredited college or university with a bachelor’s degree in accounting or in business administration with courses in accounting. (
Note:
At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university).
Substitution:
Work experience may be substituted for the bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree in accounting or business administration with courses in accounting.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
