Estimating Manager - Shipbuilding

Responsibilities

• Manage day-to-day operations of the estimating department
• Lead, mentor, and assign work to estimators and procurement staff
• Oversee the full estimating process, including RFPs, ship checks, pricing, negotiations, and change orders
• Develop and maintain standardized estimating and proposal processes
• Review and approve all bid packages prior to submission
• Support business development and pursuit of new work
• Coordinate with executive leadership, vendors, subcontractors, and consultants
• Stay current on ship repair industry trends, regulations, and standards
• Support staffing needs and department growth

• Bachelor’s degree in Engineering or related field, or equivalent experience
• 10+ years of ship repair or marine industry experience
• Estimating and team leadership experience preferred
• Strong knowledge of ship repair estimating methods, contracts, and pricing strategies
• Experience negotiating change orders and preparing labor estimates
• Proficient with Microsoft Office and scheduling tools (MS Project or similar)

• Knowledge of Navy vessels, NAVSEA standards, and government contracting
• Ability to read technical drawings and specifications
• U.S. Citizenship required (security clearance eligibility)
• Ability to obtain and maintain TWIC and DBIDS credentials
• Must pass background check and drug screening
