SMX is seeking a Regional Security Cooperation Analyst to support the development, synchronization, execution, and tracking of SOCPAC capacity building, multinational engagements, and subject matter exchanges. Best candidate must be motivated, self‑starter and be able to work well with multiple stakeholders simultaneously.

This position requires a DoD TS/SCI clearance which requires US citizenship for work on DoD contracts.

The SMX salary determination process takes into account a number of factors, including but not limited to, geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications.

  • Support the development and execution of multilateral and multinational engagements, conferences, and workshops in the Indo-Asia Pacific and transregionally.
  • Support development and execution of logistics and administrative plans to include Administrative Procedures Arrangement (APA) for activities, cost estimates, and funding requests.
  • Required to perform pre‑deployment site surveys and travel in support of multilateral and multinational engagement events.
  • Assists in the development and execution of Security Cooperation Plans/ proposals [National Defense Authorization Act (NDAA) Section 333], databases, and associated training and equipment lists in support of SOCPAC Security Cooperation Government representatives.
  • Provide executive‑level information papers; position papers; briefings; and talking points regarding SOCPAC Security Cooperation efforts.
  • Support work with Interagency and DoD working groups, conferences, and JPG.
  • Responsible for developing and tracking SOCPAC Overseas Humanitarian Assistance Shared Information System (OHASIS) submissions and programs.
  • Provide training, familiarization, and routine interaction using the Asian Pacific American Network (APAN) network to include International Engagement event information and registration.
  • Serve as subject matter expert on current Security Cooperation policies, procedures, legislation, and regulations and assist in liaison between the TSOC and GCC Offices of Primary Responsibility (OPR) to track and monitor program timelines.
  • Maintain a current database and archive of relevant Security Cooperation authorities, policies, and regulations; and SOCPAC Security Cooperation and International Engagements concepts, proposals, briefings training and equipment lists, and status.
  • Provide weekly and as needed updates on Security Cooperation programs and International Engagement events to SOJ3‑I leadership.
  • Up to 5 weeks of travel per quarter may be required.
  • CONUS and OCONUS travel may be required.
Required Skills & Experience
  • Must have a DoD Top Secret clearance and eligible for SCI access.
  • Bachelor’s degree in combination with three (3) years of experience in Security Cooperation planning and implementation or ten (10) years of combined Joint, SOF, Interagency, or regional experience in planning and execution of military operations.
  • Three (3) to five (5) years of experience within a Special Operations tactical element (SFODA, NSW Platoon, or United States Marine Corps (USMC) MSOT).
  • Minimum of two (2) years of experience in program management to include project estimation, scheduling, resource management, and prioritization.
  • Experience in writing strategic documents to include executive‑level information papers and security cooperation program development.
Desired Skills & Experience
  • At least three (3) years of experience in the INDOPACOM Theater
  • Experience working in a multi‑national environment
  • High degree of effective communications (oral and written)
  • High degree of interpersonal skills to work well with multiple stakeholders

The proposed salary for this position is: $95,900 USD - $159,700 USD
