Exempt, Temporary, Full-Time, Non-Civil service appointment. The primary objective of the Red Hill Environmental Coordination special project is to oversee and coordinate the regulatory review of the environmental work required by the Red Hill Administrative Order on Consent (AOC) and the Department of Health’s (DOH) Emergency Order (EO). Both enforcement mechanisms together require the Navy to assess and remediate releases from underground storage tank (UST) system as part of closure.
The primary function of this position is to ensure regulatory compliance of HRS Chapter 342L, HAR Chapter 11-280.1, and the implementation of the applicable portions of the Administrative Order on Consent (AOC) and the Emergency Order (EO) for the defueling and closure of the Red Hill Bulk Fuel Storage Tank Facility tanks and associated pipelines on behalf of the DOH. Activities include conducting or evaluating environmental site assessments, technical investigations, and remedial activities, and ensuring proper closure of the former UST system.
EDUCATIONGraduation from an accredited four (4) year college or university with a major in chemistry, physics, biology, environmental science, engineering, or other closely related field of science. The coursework must have included at least three (3) semester credit hours in college algebra or higher.
GENERAL EXPERIENCEAt least one (1) year of progressively responsible professional work experience which involved interpreting and applying principles, concepts and/or standards relating to a chemical, physical, or related field of science; gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and recommend appropriate courses of action. The work must have demonstrated the ability to identify problems and alternative solutions, use judgment in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action.
SPECIALIZEDEXPERIENCE
At least two and one-half (2-1/2) years of progressively responsible professional work experience in a scientific field which demonstrated knowledge and understanding of environmentally hazardous substances (e.g., chemical, physical, or biological substances) or pollutants and required knowledge and application of laws, rules, regulations, methods, and techniques pertaining to an area of environmental health such as clean air, clean water, drinking water, solid and hazardous waste, oil spill, etc.
The work must have involved gathering, analyzing, and evaluating data related to environmentally hazardous substances; conducting inspections and/or investigations for hazardous environmental health conditions and ensuring compliance with applicable laws, rules, and regulations; approving and issuing permits to conduct activities and/or operations in accordance with environmental health regulations; and/or advising others on complying with environmental health program laws, rules, regulations, and standards.
ALLOWED
Possession of a master’s degree from an accredited college or university with a major in chemistry, physics, biology, zoology, environmental science, engineering or other related field of science may be substituted for one (1) year of the required General Experience.
Excess Specialized Experience may be substituted for the required General Experience.
