Position: ISR Collections Subject Matter Expert with Security Clearance
SMX is seeking motivated and technically proficient ISR Collections SME to assist in defining operational, logistical, and administrative business objectives for All-Source Intelligence Collection Requirements Management. To be successful in this role, candidate must be a self-starter and be able to work with diverse stakeholders at all levels. Should have excellent organizational and communications skills. This role also incorporates Team Lead responsibilities, including personnel oversight, coordination, and acting as the first-line liaison between the direct Government leadership, and SMX Program Management.

This position requires a current DoD Top Secret SCI security clearance which requires US citizenship for work on DoD contracts. This position is full-time onsite in Aiea, Hawaii. Final date to receive applications:

Essential Duties & Responsibilities
* Assist in the management, organization, assessment, and monitor the determination, organization, and prioritization of SOCPAC HUMINT, Signal Intelligence (SIGINT), Open-Source Intelligence (OSINT), GEOINT, and Measurement and Signal Intelligence (MASINT) collection requirements.
* Integrate requirements across tactical, operational, and strategic levels of operations which include direct support to the planning and operations staff to identify capabilities and limitations of enemy forces and identifying potential enemy vulnerabilities.
* Provide products and support to SOCPAC and disseminate to SOCPAC and USPACOM component units, interagency, governmental organizations and partner nation forces supporting the SOF missions.
* Plan, coordinate, and synchronize asymmetric options in support of SOF operations.
* Develop and nominate targets for lethal and non-lethal operations into the targeting process.
* Provide inputs and develop Information Operations (IO) annexes and related appendices for all SOCPAC plans and CONOPs.
* Develop, recommend, and implement Operational Security (OPSEC) and signature management into SOF Operations Activities and Actions (OAA).
* Conduct planning, coordination, and evaluation of joint SOF Special Tactics Operations (STO) and Special Access Programs (SAP) operations.
* Provide liaison and coordination between SOCPAC, PACOM, SOCOM, PACOM components and US Govt. Interagency.
* Coordinate and synchronize with USPACOM J39 and components for ongoing Information Related Capabilities (IRC) OAA.
* Coordinate and de-conflict IO plans and special program OAA with CIA, FBI, DoS, ICE, FAA, TSA, DOE, DEA, and other United States Government (USG) Interagency Partners.
* Participate in committees and working groups concerned with developing asymmetric planning and CONOP development.
* Provide SOCPAC recommendations at Content Management Framework (CMF) related meetings and working groups for IO, CYBER, Military Information Support Operations (MISO), Criticality Analysis (CA), STO and OPSEC Communities of Interest (COI).
* CONUS and OCONUS travel may be required. Team Lead Responsibilities
* Serve as the primary on-site point of contact for assigned personnel.
* Act as liaison between the direct government lead for assigned personnel and SMX PM/DPM.
* Provide day-to-day coordination and oversight of assigned personnel.
* Address and elevate issues to Government leadership and/or PM/DPM as needed.
* Review and approve weekly timesheets (ADP/Costpoint).
* Compile and submit Monthly Status Reports (MSRs).
* Support assigned personnel accountability, onboarding, and communication across the site. Required Skills & Experience
* Bachelor's (BA/BS) degree in any field.
* Six (6) years of experience communicating, directing, organizing, assessing, and monitoring the determination, organization, and prioritization of ISR assets/platforms to include HUMINT, SIGINT, OSINT, GEOINT, and MASINT collection.
* Four (4) years of experience defining operational, logistical, and administrative business objectives for All-Source Intelligence Collection Requirements Management.
* Six 6 years of experience integrating requirements across tactical, operational, and strategic levels of operations to include direct support to the planning and operations staff to identify and make recommendations on ISR capabilities and limitations.
* Five (5) years of experience with collection management and briefing within USPACOM/INDO-PAC AOR Intelligence Enterprise, the U.S. Intelligence Community, and the Interagency.
* Current DoD Top Secret clearance and eligible for SCI access.
* ILE and/or JPME IV Graduate. Desired Skills & Experience
* AT least six years' experience briefing two-four-star level military officers.
* Minimum of three years SOF support experience in the last ten years.
