CONTINGENT POSITION UPON CONTRACT AWARD - this position will work on site and must be located within commuting distance of the work location. This position will support the DOE-SR Field Chief Financial Officer to assist in managing the Federal Risk Management Program, analyzing and interpreting mission programs input to the Integrated Life-Cycle Baseline/Estimate risk management process, and track and monitor the risk registrar identified in the federal risk management plan.
In addition, advise on contractor performance and budget forecast. Assist in providing support of all facets of Federal risk management program, analysis, and reporting. Provide routine and specialized projects and financial/ budget forecast reports to various departments. Advises the DOE-SR Mission Program management team and SKLS Program Manager on numerous matters, including program/project performance and budget forecast issues impacting DOE-SR Federal Risk Management Plan.
A sample of the duties performed by this position include but are not limited to:
- Support programmatic oversight of risk management programs including assessments and documents reviews.
- Provide support for development, reviews and revisions of risk assessment reports and the monitoring of SRS contractors and SRS cost and schedule reserve / contingency.
- Participate in risk management assessments, attend brainstorming sessions, and review/update risk registers and site risk management plans as required.
- Provide support for the development and execution of risk registers, risk management plans, a variety of risk management reports, technical and programmatic risk assessment reports.
- Provide the capability and expertise to support and utilize supporting risk management software, specifically Primavera and Oracle; and provide respective analysis and report.
- Conduct assessments and provide independent technical analysis, review, evaluation, monitoring and recommendations in support of risk activities.
- Bachelor’s degree in related fields:
Engineering, Business and/or Accounting disciplines. - OR 1 years’ experience of related work experience may be substituted for education requirements.
- One (1) year of related experience in project controls and/or federal risk management is preferred.
- Ability to read and interpret documents such as MIL-Spec’s, schematics, technical data packages and drawings is preferred.
- Ability to read and interpret program/project documents to extract pertinent data for forecasting risk contingencies.
- Ability to utilize software (i.e., Crystal Ball Monte Carlo) for analyzing and forecasting risk contingencies is preferred.
- Ability to obtain security clearance enabling access to various government facilities.
- Possess current Association for Advancement of Cost Engineering International and/or Project Management Institute Certification is preferred.
