Job Title: Senior Project Construction Manager

Duration: 1 Year, with additional options for extension

Short Summary about Job:

The Senior Project Construction Manager is responsible for managing all aspects of construction projects and maintenance activities across multiple complex, multi-million dollar projects critical to DOE site operations. This role carries primary responsibility for safety, quality, schedule, and cost from conceptual design through project completion, and includes oversight of less complex projects managed by less qualified project managers. The position requires a highly experienced construction professional capable of developing strategies, managing diverse project teams, conducting risk analyses, and delivering concise and accurate communications to internal and external customers on complex technical, organizational, and financial matters.

A DOE “Q” security clearance is required (an active DOE clearance is not initially required to perform assigned duties).

Required Qualifications

  • Bachelor’s degree in a technical discipline and 15–17 years of practical experience in construction; OR
  • Associate’s degree and 17–19 years of practical experience; OR
  • High school diploma and 19–21 years of practical experience.
  • In-depth knowledge of construction, cost and scheduling, subcontract administration, and the ability to develop or evaluate construction strategies and techniques.
  • Highly comprehensive knowledge and understanding of project management and project planning at the tactical level.
  • Knowledge of operations, maintenance, or project startup and construction management and construction subcontracts.
  • Demonstrated ability to establish and control costs, schedule, and technical baselines, and to manage professional and non-exempt employees including career development, performance review, and salary administration.
  • Proven ability to conduct complex analysis of construction problems, develop innovative alternative action strategies, and perform risk analyses with decision authority for corrective actions.
  • Strong oral and written communication skills; ability to deliver concise and accurate presentations on complex technical, organizational, and financial issues to internal and external customers.
  • Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties; the selected candidate will be notified when to apply based on specific work assignments.

Preferred Qualifications

  • Active DOE clearance ("L or Q") held within the past two (2) years.
  • Experience developing large construction contracts for line item capital projects.
  • Experience with oversight and management of subcontract/STR programs at a DOE site.
  • Experience developing STR policies and procedures at a DOE site.

Responsibilities include, but are not limited to:

  • Manage the physical construction of all assigned projects and maintenance orders, ensuring each job is completed safely and within cost and schedule requirements.
  • Develop Construction Execution Strategies for capital projects.
  • Develop Acquisition Strategies for subcontracted construction and/or Design-Build contracts.
  • Develop and support the development of large construction contracts.
  • Provide occasional oversight of large construction subcontract execution.
  • Develop and maintain subcontract functional policies, procedures, and guidelines; support development and standardization of subcontract documents.
  • Support Constructability reviews and Title II support to capital projects.
  • Obtain and assign exempt personnel to each project, or coordinate with technical department managers to identify personnel, optimize manpower, and provide leadership by setting and maintaining goals, priorities, and standards of performance.
  • Assign and manage personnel on project teams and direct review boards to develop construction strategies, design reviews, cost and schedule guidance, and other input as projects progress.
