Job Description

Provide technical and administrative support services for the Project Management Office (PMO, Department of Energy, National Nuclear Security Administration (DOE/NNSA) office of Acquisition and Project Management (APM).

The ideal candidate must have excellent verbal and written communication skills. This position requires a candidate that can work independently and collaboratively, thrives on exceeding expectations, is highly organized, and is adept in working on multiple projects/initiatives simultaneously.

* Support NNSA in the integration, review, and evaluation of Safeguards, Security and Emergency Management strategies for the protection of the Savannah River Plutonium Processing Facility (SRPPF) Nuclear Materials and Personnel.

* Provide oversite of the development of the NMC&A Strategy, NMC&A Plan and Measurement equipment and techniques for all facets of the process.

* Participate as a subject matter expert individually or on teams comprised of engineers from multiple disciplines to provide analysis and resolution of complex technical and operational problems.

* Assists in the scheduling, coordination and conduct of security risk assessments of the contractor and NNSA as directed.

Review findings of security risk assessments and ensure that proposed corrective actions are compliant with all applicable guidelines (laws, rules, regulation, policies, etc.).

* Provide recommendation on the effectiveness of proposed corrective actions to NNSA for final approval prior to implementation.

* Develop multiple crosswalks and matrices as well as reviewing NNSA Policy Documents (NAPs) analyses, plans, and implementation procedures. Additionally, cross-checking other federal procedures for references to directives superseded by more current NAPs or Orders will need to be periodically accomplished.

Job Requirements

* Must possess a degree in Engineering, Science, or related discipline. An advanced degree is a plus.

* Must have a minimum of 20 years of directly relevant technical experience.

* Must be considered a Subject Matter Expert throughout the DOE Nuclear Complex

* The position requires expert knowledge in Nuclear Material Control and Accountability (NMC&A), and Physical Protection as it applies to the implementation of the DOE Order requirements in the SRPPF project. Integration of these disciplines into a well-rounded safeguards and security program is paramount.

* Subject Matter Expert (SME) knowledge in Nuclear Material Control and Accountability (NMC&A),

* MC&A measurement techniques: understanding how to perform and interpret results from; destructive Analysis, nondestructive assay, gamma spectroscopy, neutron coincidence counting, calorimetry, mass spectrometry, and analytical chemistry methods.

* Good understanding of statistics and measurement uncertainty concerning error propagation, bias and precision, uncertainty analysis, control charts, and sampling methods.

* Physical protection as it applies to the implementation of the DOE Order requirements in the SRPPF project. Integration of these disciplines into a well-rounded safeguards and security program is paramount.

* Experience must include a detailed history demonstrating the ability to resolve difficult technical issues to satisfactory and successful conclusion

* Working level knowledge of physical and digital security systems is a plus.

* SME in Special Nuclear Material Safeguards and Security.

* Independently plan, organize and conduct activities and communicate with all levels of management and staff verbally and in writing.

* Exceptional time management/organizational skills including prioritization of tasks under strict deadlines and the ability to manage multiple projects at the same time is also required.

Desired

Relevant experience and technical expertise related to the SRPPF project and associated DOE orders and directives is a plus.
