Position OverviewProject and Program Management – Level P3
Salary range: $73,608 - $103,224.
Responsibilities- Project Definition & Scoping – Lead development of project mission need (CD‑0), approve alternatives and cost ranges (CD‑1), and prepare documentation such as mission need statements, AoAs, and design concept packages.
- Define and document technical scope, performance baseline, cost estimate, and schedule at CD‑2; ensure design maturity of 80–90% for non‑nuclear and safety‑level nuclear projects.
- Manage Critical Decision milestones, submit deliverables, and lead Independent External Reviews, Project Peer Reviews, and PDRI sessions.
- Establish and manage the Performance Baseline, implement EVMS for TPC ≥$50M, and report monthly PARS II post‑CD‑2.
- Track baseline deviations, coordinate Performance Baseline Change Proposals, and report to the Office of Engineering & Construction Management when needed.
- Lead Integrated Project Team (IPT); chair IPT composed of FPD, stakeholders, technical experts, and contract staff.
- Facilitate coordination with DOE-HQs, OECM, CTAC, Safety & Security, Environmental Management, and NNSA.
- Integrate inputs from federal, state, local stakeholders and Savannah River Site master planning; align with facility Master Plan and Program Management Plan.
- Provide accurate progress reports to senior DOE/SRS leadership, incorporating PARS II EV data and CD deliverable status.
- Capture lessons learned and share with OECM and peer sites.
- Bachelor’s degree in a relevant field plus at least five years of experience, OR Master’s degree plus at least two years of experience, OR Doctoral degree in a relevant field.
- Equivalencies of education and experience will be considered.
- Working knowledge of DOE Order 413.3B.
