- Initiate technical programs and recommend technical programs to management based on customer needs and technology trends
- Solve complex technical problems in areas of expertise and adjacent technical disciplines

- Recommend and assist with planning research, development, testing, quality assurance, engineering, and technology programs
- Influence technical direction across the department and communicate technical information across disciplines
- Conceive and sponsor programs and new ideas within the department
- Prepare schedules, budgets, personnel requirements, research plans, development plans, testing plans, and quality assurance requirements for major technical tasks
- Monitor progress, expenditures, schedules, and quality of work
- Communicate results verbally and in manuscript form
- Regularly report results and represent SRNS and SRS to oversight groups and professional societies
- Mentor less senior professionals in communication skills and technical knowledge
- Maintain technical credibility through reports, presentations, and participation in national technical organizations
- Lead implementation of Division and Department TQ initiatives and serve as a resource for TQ initiatives
- Provide engineering and design direction, leadership, and management for assigned projects and tasks
- Establish project design criteria, resource forecasts, schedules, engineering tools, and scopes of work
- Provide administrative guidance to leads and managers
- Manage project administration, document control, project controls, quality engineering, schedules, priorities, and baselines
- Resolve conflicts between project and functional technical direction
- Evaluate subcontractor work and authorize new work or baseline changes
- Evaluate project cost and schedule variances and implement corrective actions
- Perform engineering work-site field walk-downs
- Travel only after procurement approval through a fully funded requisition and Task Order Authorization
- U.S. Citizenship required
- Valid driver's license required
- Personal vehicles operated by the candidate must have valid registration
- Personal vehicles operated by the candidate must be insured, with proof of insurance in the vehicle
- Registered PE licensure in any state strongly preferred
- Experience providing overall engineering and design direction, leadership, and management for assigned projects and tasks
- Experience integrating engineering resources, establishing design criteria, resource forecasts, schedules, and engineering tools
- Experience providing administrative guidance to leads and managers
- Experience managing schedules, priorities, project tasks, and assigned projects
- Experience managing administration, document control, project controls, and quality engineering sections through section supervisors
- Experience resolving conflicts between project and functional technical direction
- Experience participating in programmatic issue resolution and quality improvements
- Experience building teams and developing engineering expertise
- Experience evaluating subcontractor tasks against technical, cost, and schedule objectives
- Experience establishing design activity baselines and engineering work requests
- Experience recommending subcontractor authorizations for new work and baseline changes
- Experience evaluating cost and schedule variances and implementing corrective actions
- Experience with EVMS tools
- Experience reviewing cost accounts for procurement of engineered materials
- Experience working with diverse teams to deliver results
- Experience establishing project scope of work
- Ability to perform field walk-downs on uneven construction surfaces, walk distances over a half mile, climb ladders, wear protective clothing, and work in respirator-required environments
- Ability to produce high-quality, detail-oriented documents meeting management expectations
- Ability to coordinate and communicate with management, engineering, facility, operations, quality assurance, and test personnel
- Ability to communicate clear, concise, and accurate reports, evaluations, documents, procedures, reviews, comment resolutions, emails, and oral presentations
