Job Title

Under occasional supervision, administers federal transportation planning regulations and related state and local programs. Performs related professional, technical and administrative work as assigned. Reports to the Director of Planning and Development.

Examples of Duties

Essential job functions include planning, implementing, and administering federal transportation planning regulations as a part of bi-state metropolitan planning organization. Plans, implements, and administers a variety of state-mandated transportation planning regulations in coordination with local governments. Gathers, analyzes and evaluates pertinent data associated with various planning projects; establishes and maintains related databases. Assists with census data collection. Coordinates, prepares and/or updates various reports and studies for a wide range of planning activities;

makes presentations when necessary. Coordinates quarterly meetings of MPO policy and technical advisory committees Conducts research for reports and other uses. Prepares maps, charts, graphs, etc., as required. Prepares resolutions and ordinances for review and approval. Attends committee, board, community and staff meetings as necessary; may prepare and distribute meeting minutes; prepares agenda items and public notices. Provides general information to various agencies, public officials and the public regarding transportation and related regulations.

Performs all work in accordance with applicable department and County policies and procedures, laws, regulations, codes and ordinances, and standards of quality. Stays abreast of statutory regulations, requirements and changes that relate to department programs and projects. Writes resolutions/draft ordinances for approval as required. Receives and reviews traffic models, maps, traffic counts, etc. Prepares and/or processes planning documents, program reports, analytical reports, various other reports, records, memos, correspondence, etc.

Refers to policy and procedure manuals, laws / codes / ordinances / regulations, computer manuals, maps, technical / professional journals, surveys, planning texts, etc. Operates a vehicle and a variety of office and specialized equipment, including computers, printers, fax machine, copier, telephone, etc. Uses computer and clerical supplies, engineer's scale, etc. Interacts and communicates with the division supervisors, department head, co-workers, other County department heads and personnel, state departments of transportation, various local government/regulatory agencies, engineers, architects, developers, consultants, Board/Commission/committee members, County Council members, attorneys, various other outside professionals and agencies, and the general public.

Non-essential job functions include providing technical assistance to co-workers and other departments as necessary. Performs general office/administrative work as required, including but not limited to typing reports and correspondence, entering and retrieving computer data, copying and filing documents, assembling materials, answering the telephone, etc. Performs related duties as required.

Typical Qualifications

Education, experience and certification requirements include a Bachelor's degree in urban or regional planning or related field supplemented by one to two years of local government planning experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess a valid state driver's license.
