Building Official
Under general direction of the Chief Building Official, supervises and coordinates building code inspection activities and operations within the Planning and Development Department; assists with administrative and management duties related to floodplain development; coordinates assigned activities with other divisions, outside agencies and the general public; assumes responsibilities of the Chief Building Official in the absence of same; and provides highly responsible and complex staff assistance to the Chief Building Official.
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address various departmental needs and changing business practices.
Coordinate the organization, staffing, and operational activities for commercial, residential, and industrial inspections.Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures.Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate supervisory staff; implement improvements.Direct, coordinate and review the work plan for all building inspection services and activities; assign work activities and projects; monitor workflow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.Review construction plans, drawings, and specifications to ascertain compliance with building codes.Oversee field inspections of complicated or highly technical situations.Ensure consistent and appropriate interpretation of the building codes and County ordinances.Meet with architects, engineers, contractors, and property owners regarding construction requirements and code compliance.Review, analyze, and evaluate management systems and procedures; develop program procedures and procedural manuals.Select, train, motivate and evaluate inspection personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures as appropriate and necessary.Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.Provide staff assistance to the Building Official; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.Coordinate Department activities with those of other divisions and outside agencies and organizations.Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of building and zoning code enforcement.Perform residential, commercial, and industrial building code inspection duties as workload volume and staffing levels require.Perform related duties as required.Maintain all certifications and licenses as required by State law.Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Equivalent to a Bachelor's degree from an accredited college or university with major course work in architecture, civil engineering, public administration or a related field
- Five years of responsible building inspection experience including one year of administrative and/or lead supervisory experience.
- Must possess a valid South Carolina or Georgia driver's license.
- Must be certified as a Building Official by the International Code Council, or have the ability to obtain certification within the provisional time limits specified by state law.
- Must be eligible to be licensed as a Building Official or Provisional Building Official by the South Carolina Department of Labor, Licensing and Regulation.
- Must possess or obtain specified, varying certifications issued by the International Code Council and the State of South Carolina.
