We are seeking an experienced Section Manager – Partnerships to join a leading government entity in Dubai. The role will focus on financial planning, capital project financing, public-private partnerships (PPP), financial modelling, and strategic financial advisory.

Key Responsibilities

• Develop financing strategies for major capital projects in coordination with relevant government entities.
• Establish strategic frameworks for Public-Private Partnerships (PPP).
• Provide financial and technical advice on capital projects and partnership initiatives.
• Review financial feasibility studies, economic evaluations, and financial proposals.
• Analyze financial and economic risks and recommend appropriate mitigation strategies.
• Advise on financial structuring of partnership agreements in line with legal and regulatory requirements.
• Lead financial planning for major capital projects and assess efficient allocation of financial resources.
• Review project financial performance and provide recommendations to improve returns and capital expenditure efficiency.
• Oversee the development of advanced financial models to support financing and investment decisions.
• Build strategic relationships with financial institutions and investors to support sustainable financing opportunities.
• Provide senior-level financial advisory to government entities and stakeholders.

Requirements

• Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field.
• Minimum 6 years of relevant professional experience.
• Strong experience in Project Finance, Corporate Finance, Investment Banking, PPP, Infrastructure Finance, or Government Finance.
• Proven experience in financial modelling, project evaluation, feasibility studies, and financial analysis.
• Strong understanding of capital projects, financing structures, and financial risk management.
• Excellent stakeholder management and communication skills.
• Experience working with government entities or large-scale capital projects is highly preferred.
• Strong analytical, strategic thinking, and problem-solving capabilities.
