Position Summary

The Sourcing Manager obtains the best quality, service, and value for products and services through effective bidding, negotiation, and supplier management. Responsible for developing, negotiating, and administering highly complex and high-risk subcontracts, ensuring compliance on supplier cost, schedule, legal and performance criteria. This role will not have direct reports.

Essential Functions
  • Selection of qualified suppliers and manufacturers and development of new supply sources for high dollar value, long lead time, critically needed parts, equipment, materials, or services; chairing the quotation/proposal evaluation/selection committee and presenting results for management review.
  • Perform material planning duties related to assigned commodity including lead‑time maintenance, analysis of material requirements, asset management, and associated activities.
  • Support concurrent engineering efforts by selecting suppliers to participate in development activities aimed at obtaining cost‑effective, producible, reliable decisions.
  • Solicit and evaluate proposals/quotations from suppliers and negotiate prices and terms to achieve optimum results; conduct market surveys and bidder conferences; assemble pre‑award documentation for anticipated subcontracts.
  • Develop company negotiation strategies based on evaluation of cost and pricing data; conduct fact‑finding investigations; negotiate long‑term contract agreements with key suppliers.
  • Plan and conduct major contract negotiations; prepare subcontracts, statement of work, supplier data requirement lists, contractual documents and amendments.
  • Conduct supplier site visits and evaluate production capability, performance, delivery, and other key business criteria; support or lead supplier certification surveys as part of a technical and/or quality team.
  • Process purchase requisitions and issue purchase orders that reflect negotiated price, schedule, terms, and conditions; include orders with international suppliers and/or subcontractors involving import/export trade.
  • Apply and may lead continuous improvement initiatives to improve the efficiency of internal systems and processes; develop, coordinate, and implement improvement initiatives with key suppliers; recommend actions by analyzing and interpreting data.
  • Administer subcontracts by interpreting and implementing terms, conditions, and provisions of purchasing agreements; develop and administer reporting procedures with subcontractors on rates of expenditure and analyze such expenditures against budget.
  • Maintain professional and technical knowledge by attending workshops, reviewing publications, establishing networks, and/or participating in professional associations.
  • Comply with federal, state, and aerospace industry regulations; ensure adherence to requirements and advise management on needed actions; comply with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.
  • Act as consultant to management on major matters; establish goals and objectives; identify mentoring needs; train and mentor less experienced employees; provide leadership to others in department or to ad‑hoc teams; serve as functional expert; share specialized knowledge with others; represent company on specific projects; contribute to team effort, including continuous improvement.
Qualifications
  • Bachelor’s degree in Business Administration or related field (e.g., finance, law/contract law, program management) and experience that provides theoretical and practical knowledge in the field.
  • Demonstrated ability to perform the essential functions of the job, typically acquired through eight or more years of increasingly responsible experience in contract administration or procurement.
  • Certificate in Purchasing Management (CPM) or Contracts Management desired.
  • Advanced, specialized knowledge of material requirements planning methods, principles, industry practices, and policies.
  • Knowledge of complex legal and regulatory requirements related to government procurement regulations, or similar commercial or FAA requirements.
