Summary

Responsible for developing and managing the portfolio of plans across all lines of business while evaluating new product opportunities that differentiate Summa Care and improve social determinants of health, coverage, and quality of life in Medicare, Individual, and commercial markets. Directs product development and market intelligence teams to ensure close collaboration with plan and benefit design, finance, and sales, optimizing financial performance and meeting business objectives.

Generates insights from data and proactively communicates plans to stakeholders and leadership. Leads cross‑functional teams in annual bids for Medicare and Individual products, manages vendor relationships for supplemental benefits, and oversees annual development of member materials while complying with regulatory changes.

Formal Education Required
  • Bachelor’s degree
Experience and Training Required
  • Five (5) years in similar responsibilities, including support of all phases of new product development, implementations in a health‑insurance/health‑care environment, research and analysis of insurance/health‑care data, and project coordination.
  • Past product management and product development experience in health insurance or health care.
  • Experience collaborating with sales executives, product marketers, researchers, business operations, health services management, contracting, finance, operations, legal, and compliance to define products or services.
Essential Functions
  • Develops and manages the portfolio of plans across all lines of business to ensure financial optimization and alignment with business goals.
  • Identifies and evaluates new benefits and product opportunities that differentiate Summa Care and improve social determinants of health, collaborating with internal leaders and participating in industry groups; recommends changes to existing benefits, products, and vendors.
  • Identifies and contracts with benefit vendor partners, ensuring accurate and timely implementation, renewal, and ongoing oversight; manages relationships and ensures performance per contract.
  • Directs gathering of data, research, and market/customer analysis to inform product strategies and decisions, providing in‑depth competitor analysis; supports research and market intelligence needs of other areas.
  • Translates research into actionable insights and develops strategic recommendations; collaborates with business leaders to drive decisions based on data, facts, and analytical findings; presents findings to all levels of the organization.
  • In developing product strategies, understands and reflects unique needs of various end markets such as Medicare Advantage, Individual, and Family, and employer populations.
  • Leads product development team in designing and evaluating ideas for new products and/or expansion into new customer segments.
  • Serves as subject‑matter expert on products and benefits, translating strategy into launch‑ready products that are operational, marketable, and meet regulatory and compliance requirements (CMS, ODI, HHS).
  • Creates and provides product and benefit training, content, and guidance to departments including Sales, Corporate Training, Marketing, and Provider Relations; gives presentations to educate employees, brokers, providers, members, and prospects.
  • Directs the annual submission of the Medicare bid to CMS, ensuring accurate and timely entry of Plan Benefit Designs for Medicare plans and regions using CMS PBP software.
  • Directs the annual Qualified Health Plan (QHP) submission to the Ohio Department of Insurance (ODI) for Marketplace participation and annual filings; ensures required plan documents are developed, reviewed, and submitted accurately and timely to Compliance and regulators.
  • Serves as project coordinator for special projects assigned by Senior Leaders.
  • Displays collaborative and dynamic leadership with a commitment to the outstanding member experience.
