This is a full-time, on-site position located in Akron, Ohio.

The Senior Policy & Support Specialist is responsible for supporting the development, analysis, communication, and advocacy of First Energy's policy positions within the PJM stakeholder process, while also supporting engagement with state and federal regulatory agencies. This role serves as a key liaison among internal business units, PJM staff, PJM stakeholders, transmission owners, regulatory organizations, and industry associations to evaluate and influence proposed tariff revisions, transmission planning reforms, cost allocation methodologies, interconnection processes, and other emerging transmission policy initiatives.

The position provides analytical and strategic support to advance policy positions that align with First Energy's business objectives, regulatory strategy, and long-term transmission interests. The Senior Policy & Support Specialist helps coordinate cross-functional efforts to ensure consistent and effective advocacy on issues impacting the company and its customers.

This position is expected to regularly interact with internal and external business unit subject matter experts as well as rates, legal, and technical experts.

Responsibilities include:

  • Participating in PJM committees, subcommittees, and task forces, including voting strategy coordination.
  • Monitoring and evaluating proposed revisions to the PJM tariff, Consolidated Transmission Owner Agreement, manuals, and other governing documents.
  • Handle all Designated Entity Agreement and Construction Responsibility Letter responsibilities.
  • Tracking and analyzing PJM proposals throughout the stakeholder process.
  • Coordinating internal alignment across regulatory, legal, transmission planning and protections and operations teams on PJM issue positions.
  • Modeling analytics in support of policy positions.
  • Serving as a subject matter expert on PJM transmission issues, governance processes, and policies.
  • Supporting advocacy efforts and regulatory filings and reporting.
  • Educating others on technical subject matters.
  • Developing high-level solutions for complex assignments.

Qualifications:

  • Bachelor's degree in Business, Finance, Engineering or related discipline required
  • Minimum 7 years relevant work experience required with a bachelor's degree. Minimum 10 years relevant work experience required without a degree. Relevant work experience will include transmission policy or regulatory roles (RTO/ISO, utilities, FERC/state commissions), analytical/financial roles tied to transmission policy, strategy, policy roles involving advocacy and consensus-building.
  • Must be willing to travel for business to PJM and other locations as required to attend PJM stakeholder meetings, which may include overnight travel.
  • Knowledge of transmission planning and electric industry regulatory structures preferred.
  • Preferred experience engaging in RTOs/ISOs, particularly PJM.
  • Viewed as a technical expert in Microsoft Office applications, including Excel, PowerPoint, Word.
  • Proven analytical ability to support regulatory/negotiation positions or testimony.
  • Demonstrated quick adaptability to technical subjects.
