Position: Construction Inspectors - ODOT / roadway projects

CTL Engineering is hiring Inspectors | Construction Services for ODOT (transportation) projects. CTL Engineering () is an award‑winning, full‑service consulting engineering firm with locations across OH, IN, WV, KY, NC, SC, and VA. We provide civil/site design, land surveying, environmental, geotechnical, construction administration & inspection, accident reconstruction, roofing/building envelope, A/V system design, transportation design (bridge/roadway), and specialized testing services to the construction industry.

Inspectors will play a key role in construction administration, inspection, and testing for state, county, and local clients. Responsibilities include testing and inspecting a broad range of projects—roadway/bridge, water/wastewater, aviation, commercial, and municipal utility/infrastructure. You will collaborate closely with institutions and municipal agencies, applying your expertise in construction inspection and creative problem‑solving skills.

  • Works independently on broad projects under the direction of a Department Manager.
  • Projects are typically in the northern Ohio region; frequent travel within this region is expected.
  • A stipend for personal vehicle use or a company take‑home vehicle will be provided, based on the assignment.
  • ODOT project experience is a strong plus.
Responsibilities
  • Monitor and enforce quality standards and specifications.
  • Read project drawings, specifications, blueprints, and work on a variety of construction projects.
  • Perform construction administration and inspection services for state, county, and local roadway and bridge projects and municipal utility or infrastructure projects.
  • Inspect construction projects to ensure contractor compliance with state specifications, plans, and/or proposals.
  • Verify plan quantities and calculations are within bid plans.
  • Prepare and maintain project records and reports in a timely manner.
  • Notify the Contractor or the Project Engineer with status updates or about non‑conforming work.
  • Possibly conduct hazardous material surveys, and asbestos abatement monitoring services during abatement projects.
  • Conduct quality control testing at project sites, including concrete, soils, masonry, asphalt, aggregate, and reinforcing steel.
  • Perform other duties as assigned by the Project Engineer or Project Manager.
Knowledge,

Skills and Abilities
  • Knowledge of engineering, construction, testing, and inspection principles.
  • Experience with materials and lab testing.
  • Experience with quality control testing and compliance specifications.
  • Experience with standard testing and observation methods.
  • Understanding of construction or engineering services.
  • Experience in performing quality control initiatives and performance testing.
  • Skill in lab reporting, writing reports, and maintaining records.
  • Ability to manage projects with little or no supervision.
  • Demonstrated ability of monitoring construction and demolition environments.
  • Must be able to interact well with others.
  • Strong written and verbal communication skills.
  • Ability to work in external environmental conditions during difficult weather.
  • Ability to provide status updates independently.
  • Be quality‑minded and client‑focused.
Minimum Qualifications
  • Strong plus if you have completed the ODOT Certified Technician program.
  • Alternatively:
    • Has a Bachelor’s degree in either Civil Engineering or Construction Management.
    • Technical school or Community college graduate.
    • Preferred:
      Associate Degree with 2+ years of additional related work experience.
  • 2+ years of related experience.
  • Familiarity with highway construction specifications and previous field experience.
  • Previous experience working for a testing company.
  • Experience with concrete, asphalt, earthwork, and utility construction engineering services and inspection/testing.
  • Experience with field and laboratory testing of soil, concrete, asphalt, aggregate, masonry, structural steel and fireproofing etc.
  • Preferred certifications: ACI Grade I, DOT Asphalt Technician, NICET Level II Soils, ICC Special Inspections and/or CWI/NDT inspectors.
  • Must have a valid driver’s license and an acceptable driving record.
