Position: Housing Rehabilitation Loan Specialist
This is responsible technical work for renewal and code enforcement projects in the planning and urban development department.

An employee in this class is responsible for determining property owner's eligibility for financial assistance and for processing owner's application necessary to achieve residential property rehabilitation.

Works under the general policy direction of a rehabilitation supervisor and within the legal and procedural requirements established for project execution.

Reviews letters of agreement signed by property owner containing estimated property rehabilitation expenses and statement of owner's desire to secure financial assistance.  Interviews property owner to obtain pertinent financial information including amount of income, assets, ownership eligibility for a direct rehabilitation loan or grant; prepares a request for bid form to be secured by rehabilitation specialist; prepares all necessary financial forms including loan and grant applications and related documents after contract construction cost is established through contract bid and award procedure.  

Sets up escrow account for rehabilitation project and keeps ledger of account transactions, periodically adding funds and balancing.  Approves partial payments for work completed.  Performs related work as required.

Graduation from an accredited college or university with a baccalaureate degree and a minimum of one year of paid experience as a financial loan officer, in real estate sales or in residential construction or rehabilitation, or other related paid experience.  Relevant work experience may be substituted for up to two years of the college requirement on a year-for-year basis.  

Considerable knowledge of the accounting and financial aspects characteristic of housing rehabilitation work, including mortgage, lending, and loan under writing.  Some knowledge of residential and commercial construction and remodeling.  

Ability to effectively communicate both verbally and in writing.  Ability to effectively conduct personal interviews and prepare comprehensive technical reports.  Ability to establish and maintain effective working relationships with property owners, contractors, co-workers and the general public.  Ability to coordinate and process activities and documents in an accurate, timely, and sequential manner.  Ability to effectively establish and maintain a basic financial record keeping system.  

Skill in the use of basic mathematics including percentages, ratios, and the use of math tables and charts.  List of essential job functions available upon request.

This is a classified position.  

The selection process will consist of a competitive examination with credit for education and experience.  A passing score must be obtained on the competitive examination in order to receive credit for education and experience.  Test weights:  competitive examination 70%, education 20%, experience 10%.  

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

Note:

the competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates.  The candidates will then be ranked in a standard manner based on 70% for qualifying, 20% for education, and 10% for experience.

Residency:  candidates who have been resident citizens within the corporate limits of the city of akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the city of akron throughout the remainder of the selection process will have 5 points added to their passing grades.  

Veterans: a veteran of the armed forces of the united states, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a dd-214 with application.

Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.
