Government Relations and Health Policy Officer

Summary

Engages system leadership in relevant discussions on a local, state, and national level to advance health research, education, patient care, health access, healthcare coverage, and public policy. Monitors, analyzes, develops, and assumes responsibility for legislative, regulatory, and policy proposals that affect the health system, its physicians, Summa Care, New Health Collaborative, and the community. Assumes primary responsibility for advancing Summa Health System’s relationship‑building goals and serving as the key point of contact with elected officials and public‑sector agency leadership across federal, state, and local boundaries, including CMS, CMMI, the Ohio Department of Insurance, the Ohio Department of Medicaid, the Ohio Department of Health, the Office of Health Transformation, and the Ohio Department of Mental Health and Addiction Services.

Connects system leadership, staff, and key public‑sector leadership to government‑relations initiatives and health‑policy funding opportunities.

Minimum Qualifications
  • Formal education:
    Bachelor’s degree in Political Science, Business Administration, Health Care Administration, Public Policy, or Public Administration (preferred). Master’s degree preferred but not required.
  • Experience and training:
    • Seven (7) years of government relations or legislative experience.
    • Registered lobbyist with the State of Ohio.
    • Experience with health‑care trade associations such as AHIP, OAHP, OHA, OSMA, and federal and state Medicare and Medicaid laws and regulations.
    • Experience managing external consultants and/or lobbying firms.
    • Experience in the healthcare sector preferred.
  • Other skills, competencies, and qualifications:
    • Extensive knowledge of federal, state, and local legislative and regulatory processes.
    • Ability to address sensitive and complex issues among diverse stakeholders.
    • Capacity to work effectively in a fast‑paced, dynamic environment and manage multiple priorities.
    • Periodic travel to attend meetings, hearings, and industry events at the local, state, and federal levels.
    • Excellent organization, interpersonal, and networking skills with private and public sector leadership.
    • Exceptional verbal and written skills, strong analytical skills, and ability to articulate the system’s position on issues.
    • Affinity for working in a team environment.
    • Ability to design and implement system‑community partnerships.
    • Ability to work within a complex institution at all leadership levels, staff, and donors or prospects.
    • Highly organized with close attention to detail.
    • Population‑specific competency: ability to interact effectively with patients/customers, understanding their needs for self‑respect and dignity.
    • Thorough knowledge of federal, state, and local legislative and administrative processes.
    • Demonstrated ability to influence public‑policy development and debate on issues impacting the system.
  • Level of physical demands:
    Sedentary; may exert up to ten pounds of force occasionally or negligible force frequently.
