Position: Enterprise Modernization Manager (IT Manager 1)

Enterprise Modernization Manager

Office of Information Services (OIS) - OIS supports health, human, and employment services through information technology. OIS develops and operates automated information systems that serve millions of recipients. It is one of the largest and most complex IT organizations in Ohio state government.

Position Overview

The Enterprise Modernization Manager serves as a strategic advisor and technical leader within OIS’s Innovative Services and Solutions pillar. The role is part of the Enterprise Architecture team, guiding the agency’s long‑range technology direction and ensuring that solutions align with business goals, modernization priorities, and emerging capabilities.

Responsibilities
  • Provide technical advice and recommendations to the OIS Chief Architect, administrators, and agency executives on enterprise systems strategy, modernization, and AI initiatives.
  • Serve as consultant to executives, managers, and line‑of‑business customers on systems analysis, planning, data strategy, and emerging technology opportunities.
  • Lead development and maintenance of enterprise architecture work efforts and produce artifacts, standards, and roadmaps to guide enterprise solution design.
  • Apply architecture principles to conduct enterprise analysis, design, planning, and implementation activities.
  • Analyze technology market trends, especially in AI, data platforms, and automation, and provide research‑based recommendations to leadership.
  • Provide architecture input for RFPs, evaluate RFPs for modernization initiatives, and govern enterprise modernization efforts.
  • Assess business needs and priorities, advising stakeholders on technology options, risks, cost‑benefit, and impacts to enterprise systems.
  • Supervise assigned staff and provide direction on automation projects that include RPA and AI solutions.
  • Maintain awareness of emerging technologies, conduct informal learning sessions, and deliver technical presentations for the organization.
Qualifications Option 1
  • Completion of undergraduate core coursework in computer science, or in any major that included courses in advanced‑level programming, logic‑based mathematics, database concepts, system analysis & design, and basic data processing.
  • 6½ years (78 months) of experience commensurate with job duties, knowledge, and skills required.
  • 18 months of experience in performing project management functions.
Option 2
  • 8½ years (102 months) of experience commensurate with job duties, knowledge, and skills required.
  • 18 months of experience in performing project management functions.
Option 3
  • 12 months of experience as Information Technology Supervisor 3 (64119) or equivalent.
Option 4
  • Completion of undergraduate core coursework in computer science, or in any major that included advanced‑level programming, logic‑based mathematics, database concepts, system analysis & design, and basic data processing.
  • 3 years of experience utilizing word processing software.
  • 3 years of experience utilizing internet browsers for research.
  • 54 months of experience which included knowledge of IT architecture components, developing strategic plans, preparing presentations, writing policies & procedures, managing budget and cost estimates, and contract management.
  • 2 years of experience utilizing e‑mail system.
  • 18 months of experience in project management or lead role on IT projects.
  • 12 months of experience utilizing spreadsheet software.
  • 12 months of experience as IT Supervisor 3 (64119) or equivalent.
Option 5
  • The equivalent of minimum class qualifications for employment noted above.
Schedule & Location
  • Full‑time.
  • Standard workdays Monday through Friday, 7 a.m. – 6 p.m.
  • Position headquartered at an ODJFS facility in Columbus, Akron, or Dayton, based on proximity to applicant’s home address.
  • Travel occasional within the state of Ohio.
