Overview

The Office of Information Services (OIS) supports Ohio state government’s health, human, and employment services through information technology. OIS develops, operates, and maintains automated information systems that serve millions of recipients. The Office is one of the largest and most complex IT organizations in Ohio, and it continually modernizes and expands its digital services.

As the Systems Support & Eligibility Manager, you will lead the development team responsible for the Support Enforcement Tracking System Refactored (SETS‑R). You will guide modernization efforts, bridge legacy mainframe knowledge with modern cloud technologies, and influence architecture decisions across the organization. Your role blends operational leadership with strategic influence, and you will shape the future of a high‑impact system.

• Lead and oversee the SETS‑R development team, ensuring high‑quality design, development, and implementation of enterprise applications.
• Drive modernization efforts using C#, .NET, MS SQL, and Azure, applying best practices for security, performance, scalability, and cost efficiency.
• Mentor and develop team members through coaching, collaboration, code reviews, knowledge sharing, and continuous learning initiatives.
• Collaborate with project managers, business relationship managers, and IT leadership to align development work with organizational goals and deliverables.
• Translate business needs into scalable, maintainable technical solutions that support both legacy functionality and future modernization.
• Lead incident response and troubleshooting efforts for complex technical issues in production environments.
• Supervise staff through performance evaluations, training recommendations, career development planning, and ongoing support.
• Ensure legacy mainframe knowledge is effectively applied while supporting a transition toward modern cloud‑based architecture.

Schedule: Full‑time.
Hours: Monday through Friday, 7:00 a.m. to 6:00 p.m.

• Option 1: Completion of undergraduate core coursework in computer science or equivalent advanced‑level programming, logic‑based mathematics, database concepts, systems analysis & design, and basic data processing, plus 6½ years of relevant experience and 18 months of project management experience.
• Option 2: 8½ years of relevant experience, plus 18 months of project management experience.
• Option 3: 12 months as Information Technology Supervisor 3 (or equivalent).
• Option 4: Equivalent minimum class qualifications for employment.

State of Ohio E1 Pay Schedule, Pay Range 16. Starting salary is the minimum of the range (Step 1: $48.93 per hour). Step increases occur after 6 months and annually thereafter. Current step progression:

Step 2: $51.65 per hour ($107,432 annually)
Step 3: $54.49 per hour ($113,339 annually)
Step 4: $57.56 per hour ($119,725 annually)
Step 5: $60.71 per hour ($126,277 annually)
Step 6: $64.18 per hour ($133,494 annually)
Step 7: $66.82 per hour ($138,986 annually)
Step 8: $69.94 per hour ($145,475 annually)
