Duties Help
* Provides the manager with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management
* Provides direct team leadership to include budget planning and tracking; program and management analysis; manpower management; human resource management; strategic planning and objectives; support agreements; and various other initiatives
* Advises Directorate of Public Works (DPW) management on program cost analysis; fiscal program planning; manpower analysis, and various other DPW programs.
* Performs cyclic reviews of all support agreements for the DPW to ensure services requested by customers are reflected within each agreement to maximize reimbursement for services provided above the common level.
* Performs analytical and evaluative work necessary to develop budget estimates, plans and programs for DPW functions.
* Utilizes General Fund Enterprise Business System (GFEBS) to create and research various funding execution documents Requirements Help Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
* This position requires a Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Qualifications Who May Apply:

Experience:
One year of specialized experience which includes:
1) assisting with budget planning and tracking, manpower management, human resources management, support agreements and various other Public Works initiatives;
2) utilizing General Fund Enterprise Business System (GFEBS) to create and research various funding execution documents and reports on costs associated with various programs and services;
3) experience working with Support Agreements, the Common Levels of Support initiatives, and Reimbursable Services Catalogs to perform cost analysis studies for determining reimbursable estimates to support customer billing; and
4) developing personnel management actions, to include recruitments, retirements, awards, etc. and developing recommendations to managers and supervisors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12. Additional information
